F. No. 220(52)/2020/Estt./NSUT dated: 29.06.2020 and F.No.4/BOM-13/NSUT/2022/1154 Dated : 21.09.2022.—The following Ordinance is made by the Board of Management of Netaji Subhas University of Technology in exercise of the powers conferred by sub-section(1) of the Section 23 of the Delhi Netaji Subhas University of Technology Act, 2017 (Delhi Act 6 of 2018). It shall apply to all programmes leading to all Ph.D. degrees of Netaji Subhas University of Technology (other than those programmes for which a separate Ordinance may be notified) from the Academic Session 2022-2023.
1. Short Title and Commencement –
1.1 This Regulation may be called the Netaji Subhas University of Technology Ph.D. Ordinance-2022).
1.2 It shall come into force from the session 2022 – 2023.
This Ordinance shall apply to programmes leading to Ph.D degree of Netaji Subhas University of Technology from Academic Session 2022-2023.
2. Definitions:
2.1. “An Academic Year” shall mean a period of twelve months from 1st July to 30th June devoted for scheduling and managing various activities of Scholars.
2.2. “ADF” AICTE Doctoral Fellowship shall mean a fellowship granted to the research scholars by the All India Council for Technical Education to carry out full-time research in the All India Council for Technical Education approved Institutions/ Universities.
2.3. “Applicant” shall mean an individual who applies for admission to the Ph.D. programme of the Netaji Subhas University of Technology (hereafter referred to as NSUT) on a prescribed Application Form as notified in the University prospectus.
2.4. “BRS” shall mean the Board of Research Studies of the Faculty of the University.
2.5. “BoS” shall mean the Board of Studies of a Department of the University.
2.6. “Board of Management (BoM) “shall mean the Board of Management of the University.
2.7. “Course Work” shall mean courses of study prescribed by the Board of Research Studies through the Supervisor to be undertaken by a student registered for the Ph.D. Degree.
2.8. “Dean, Faculty of Study” shall mean the Dean, Faculty of Study of NSUT.
2.9. “Degree” shall mean the Doctor of Philosophy (Ph.D.) of the Netaji Subhas University of Technology.
2.10. “Educational Institution” shall mean those recognized colleges/institutions/universities which offer Bachelor’s Degree or higher.
2.11. “Faculty Member” shall mean Assistant Professor/Associate Professor/ Professor of the NSUT, including re-employed Professor, Visiting Professor, Emeritus Professor, Adjunct Professor, Professor of Eminence, Honorary Faculty/Professor, etc.
2.12. “RAC” shall mean the Research Advisory Committee of the Department.
2.13. “Research Council” shall mean Research Council of the University.
2.14. “Senate” shall mean the Senate of the University.
2.15. “Controller of Examinations (CoE) shall mean the Controller of Examinations of the University.
2.16. “Registration Period” shall mean the length of the period commencing with the date of provisional registration at the University till the completion of the Ph.D. programme.
2.17. “Research Scholar” shall mean a person registered for the Ph.D. Degree.
2.18. “Second Work Place” shall mean a Research Laboratory/Research Centre/Research & Development Organization/Academic Institute/Faculty of Studies/Centre for Advanced Studies and Research/Industry/Government Department/Public Sector Undertakings approved as the second workplace of any Research Scholar by NSUT for carrying out wholly/partly research work leading to the degree of Doctor of Philosophy of the University.
2.19. “Sponsored Research Scholar” shall mean a person sponsored by Government or Private Research & Development Organizations, Public Sector Undertakings, Industries, and Educational institutions of reputation, which has a Memorandum of Understanding with the University, registered for the Ph.D. Degree devoting full time for completing the degree requirements.
2.20. “Supervisor” shall mean a Faculty Member of the Netaji Subhas University of Technology approved to supervise the research/academic work of the Research Scholar or as an additional Supervisor(s) .
2.21. “QIP” shall mean the ‘Quality Improvement Programme’ of AICTE. Through this scheme, the scholars admitted to the Ph.D programme shall be referred to as QIP Scholar.
2.22. “University” shall mean the Netaji Subhas University of Technology, New Delhi.
2.23. “URF” shall mean the University Research Fellow of the University
2.24. “Regulations” shall mean the Regulations made for overall governance of admission, registration confirmation, fellowship, teaching and evaluation of the scholars and all other relate issues, in the Ph.D programme of the University as recommended by the Senate and approved by the Board of Management.
3. Ph.D Programme: Ph.D programme offered by the University shall have Regulations duly recommended and approved by the Senate and the Board of Management.
4. Admissions: Admission to Ph.D programme of study shall be governed by the Ph.D Regulation.
5. Fees: The University shall notify the applicable fees for Ph.D programme. Students are required to make the fee payment as notified.
6. Programmes curriculum, duration, structure and withdrawal: These aspects of the PhD programme would be dealt with as per the Regulation.
7. Academic Calendar: The academic schedule of the Ph.D programme shall be governed by the academic calendar.
8. Attendance and leave: A Research Scholar who is receiving financial assistance from the University or any other source shall be entitled to avail leaves as per leave/attendance rules as prescribed in the Regulation.
9. Course Works and Confirmation of Registration: Every research scholar shall be required to qualify Pre-Ph.D course works of the requisite number of credits for confirmation of registration as prescribed in the Regulation.
10. Thesis Supervisor: A faculty member may be appointed as a supervisor provided he/she satisfies the conditions as prescribed in the regulation.
11. Evaluation, Assessment, Examination and Performance Monitoring: There shall be a well- defined procedure for evaluation of research proposal. The examination, assessment and performance monitoring shall be done as per the Regulations. Examination shall be governed by the guidelines as notified by the Controller of Examinations.
12. Fellowship: The Research Scholars may be offered University Research Fellowships for an amount decided by the University from time to time as prescribed in the Regulation.
13. Students’ Grievances: University shall take appropriate measures to address various students’ grievances.
14. Award of Degree: The results shall be declared by the CoE. Degrees shall be awarded as stipulated in the Regulations.
15. Transfer of Registration: Transfer of registration of a Research Scholar to NSUT would be dealt with as per the Regulation.
16. Student exchange programme: Transfer of credits from the Organizations, with which the University has an MOU to NSUT, shall be allowed as per the University rules.
17. If a regulation is issued by the statutory regulation body, and the same is at variance with the provisions of this ordinance, then the regulation of the statutory regulatory body shall prevail, pending amendment in the ordinance.
18. Notwithstanding anything stated in this Ordinance, for any unforeseen issues arising and not covered by this Ordinance or in the event of differences of interpretation, the Vice-Chancellor may take a decision.
