DYNAMIC FARE FOR PREMIUM TRAINS

Will the Minister of RAILWAYS be pleased to state:
(a) whether the Railways has introduced demand-based dynamic fares for its premium trains;
(b) if so, the category of trains that has been included under such pricing;
(c) whether the Government is aware of the fact that most of such trains are now running with empty berths as passengers are choosing to travel by flight;
(d) whether the Government is contemplating to reverse the dynamic fare policy in view of the negative response and fall in passenger occupancy; and
(e) if so, the details in this regard?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO. 2990 BY SHRI BENNY BEHANAN TO BE ANSWERED IN LOK SABHA ON 03.08.2022 REGARDING DYNAMIC FARE FOR PREMIUM TRAINS
(a) & (b): With effect from 09.09.2016, flexi Fare system has been introduced in Rajdhani, Duronto and Shatabdi trains. Under this system, the base fare increases by 10% with every 10% of berths sold subject to fixed maximum ceiling limit.
(c) to (e): During Pre Covid both number of passengers as well as earnings by these trains have increased in comparison to Non-Flexi fare period. At present, there is no proposal to reverse the flexi fare policy.
Further, Railways and Airlines are different modes of transport, which are not comparable in the terms of volume, connectivity as well as convenience.
There is no fixed maximum limit of fare in Airlines whereas Railways have fixed maximum fare throughout the year. Airline fare varies significantly depending on time of operation, stoppages, travel duration, Origin – Destination pair, carrier etc. Railways’ fare may or may not be higher than the air fare depending upon the class of travel as well as factors like peak/ lean periods. It is the choice of the passengers to opt either for Railway or Airlines as per their convenience and requirement.

क्या रेल मंत्री यह बताने की कृ पा करेंगे किः
(क) क्या रेलवे ने अपनी प्रीममयम रेलगाड़ियों हेतम मांग आधाररत डायनेममक ककराए की शमरुआत की है;
(ख) यदि हां, तो उक्त कीमतों के अंतगगत किन श्रेणियों की रेलगाड़ियों को शामिल किया गया है;
(ग) क्या सरकार को इस तथ्य की जानकारी है की ऐसी अधिकांश रेलगाड़ियां अब खाली बर्ग के सार् चल रही हैं क्योंकक यात्री व मान से यात्रा करना पसंद कर रहे हैं
(घ) क्या सरकार नकारात्मक प्रकतकाया र यारियत्रयों की संख्या में गिरावट को देखते हुए डायनेमिक किराया नीति को वापस वापस लेने पर व चार कर रही है;
(ड.) यदि हां, तो तत्संबंधी ब्यौरा क्या है?

प्रीमियम रेलगाड़ियों में डायनेमिक किराये के संबंध में 03.08.2022 को लोक सभा में श्री बैन्नी बेहनन के अतारांकित प्रश्न संखया 2990 के भाग (क) से (ड.) के उत्तर से संबंधित विवरण।
(क) और (ख): 09.09.2016 से राजधानी, दूरांतो और शताब्दी रेलगाडियों में फ्लेक्सी फेयर सिस्टम चालू किया गया है। इस प्रणाली के तहत, निर्धारित अधिकतम सीमा के अध्यधीन बिक्री की जाने वाली प्रत्येक 10% बर्थ के साथ मूल किराया 10% तक बढ़ जाता है।
(ग) से (ड): कोविड पूर्व अवधि के दौरान गैर-फ्लेक्सी किराया अवधि की तुलना में इन गाडियों से यात्रियों की संख्या के साथ-साथ आमदनी में भी वृद्धि हुई है। वर्तमान में फ्लेक्सी किराया नीति को बदलने का कोई प्रस्ताव नहीं है।
इसके अलावा, रेलवे और एयरलाइंस परिवहन के विभिन्न साधन हैं, जिनकी मात्रा, कनेक्टिविटी और सुविधा के मामले में तुलनना नहीं की जा सकती है।
एयरलाइंस में किराए की कोई अधिकतम सीमा निर्धारित नहीं है जबकि रेलवे ने पूरे वर्ष में अधिकतम किराया निर्धारित किया है। एयरलाइन का किराया संचालन के समय, ठहराव, यात्रा अवधि, आरंभिक गंतव्य जोड़ी, वाहक आदि के आधार पर घटता-बढ़ता रहता है। रेलवे का किराया यात्रा की श्रेणी के साथ-साथ व्यस्त और कम व्यस्त अवधि जैसे कारकों के आधार पर हवाई किराए से अधिक हो भी सकता है और नहीं भी हो सकता है। यह यात्रियों की पसंद है कि वे अपनी सुविधा और आवश्यकता के अनुसार रेलवे या एयरलाइन में से किसी एक विकल्प को चुनें।
