AFFORDABLE HOUSING POLICY

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the total number of houses built under the National Urban Housing and Habitat Policy since its inception;

(b) whether all targets have been achieved under the scheme since the beginning and if not, the reasons therefor;

(c) the number of slums that are being rehabilitated currently in the country under Affordable Housing Policy during the last three years, State-wise;

(d) the details of specific targets for West Bengal in this regard; and

(e) the details of funds allocated and spent thereon during the last three years, State-wise?

THE MINISTER OF STATE IN THE MINISTRY OF HOUSING AND URBAN AFFAIRS

(SHRI KAUSHAL KISHORE)

(a) & (b): National Urban Housing & Habitat Policy (NUHHP) was formulated with a view to provide, inter-alia, ‘Affordable Housing’ to all with particular focus on Economically Weaker Section (EWS). The policy was intended to promote sustainable development of habitat in the country. No specific target was fixed for construction of houses under the policy.

AFFORDABLE HOUSING POLICY

Land’ and ‘Colonization’ are State subjects. This Ministry through various programmatic interventions is supplementing the efforts of State/ Union Territory (UT) Governments for providing houses to eligible urban beneficiaries. The details of houses sanctioned and completed under various schemes namely i) Jawaharlal Nehru National Urban Renewal Mission (JnNURM), ii) Rajiv Awas Yojana (RAY) and iii) Pradhan Mantri Awas Yojana-Urban (PMAY-U) is as under:

The completion timeline for houses depends on various factors like availability of encumbrance free land, statutory compliances for start of construction, arrangement of funds by beneficiaries, tendering process, provision of basic infrastructure at the site, viz. water supply, sewerage, approach roads, etc. and natural hazards. States/ UTs have been advised to expedite the construction of sanctioned houses so that all houses are completed within the stipulated timeline.
(c): The State/ UT wise details of slums which are being rehabilitated currently during the last three years under In-situ Slum Redevelopment (ISSR) component of PMAY-U is given at Annexure-I.
(d): Under PMAY-U, there are no fixed targets for construction  of houses. The houses under the scheme are sanctioned based on the project proposals received from respective State/ UT Governments as per their assessed demand.Against a demand of 5.5 lakh houses, a total of 6.93 lakh houses have been sanctioned for the State of West Bengal under PMAY-U.
(e): State/ UT wise details of Central assistance sanctioned and released during the last three years under PMAY-U is given at Annexure- II.
