RESERVATION IN PROMOTION TO DIFFERENTLY ABLED

Will the PRIME MINISTER be pleased to state:

(a) whether the Government has made any provision for reservation in promotions to the differently-abled personnel in the jobs;

(b) if so, the details thereof;

(c) whether the Rights of Persons with Disabilities Act, 2016 has recommended reservation benefits to the persons with benchmark disabilities; and

(d) if so, the details including the number of persons benefitted therefrom during the last three years, year wise?

(a) & (b): Yes, Sir. Instructions have been issued for reservation in promotion to Persons with Benchmark Disabilities, vide Office Memorandum No. 36012/1/2020-Estt.(Res.-II), dated 17.05.2022.

(c) & (d): Yes, Sir. Section 34(1) of Rights of Persons with Disabilities Act, 2016 has provided reservation benefits to the following categories:

(a) blindness and low vision;

(b) deaf and hard of hearing;

(c) locomotor disability including cerebral palsy, leprosy cured, dwarfism, acid attack victims and muscular dystrophy;

(d) autism, intellectual disability, specific learning disability and mental illness;

(e) multiple disabilities from amongst persons under clauses (a) to (d) including deaf- blindness in the posts identified for each disabilities.

Year-wise details of Persons with Benchmark Disabilities appointed during the last three years, are as follows:

• For year 2018 (as on 1.1.2019), as per data provided by 74 Ministries/Departments -2036
• For year 2019 (as on 1.1.2020), as per data provided by 74 Ministries/Departments -1709
• For year 2020 (as on 1.1.2021), as per data provided by 73 Ministries/Departments -1375
