Students Shifting from Private Schools to Government Schools

Will the Minister of EDUCATION be pleased to state:

(a) whether lacs of students from private schools or Government aided schools have joined Government schools during the covid-19 pandemic;

(b) if so, the details thereof, State-wise;

(c) whether the Government schools have faced infra issues with the increased student number; and

(d) if so, the steps taken by the Government to address the infra issues in those schools where the student admission number shoot up?

(a) to (d): The Department of School Education and Literacy has launched an Integrated Centrally Sponsored Scheme for School Education – Samagra Shiksha with effect from 2018-19 which envisages school education as a continuum from pre-school to senior secondary level and aims to ensure inclusive and equitable quality education for all. Under the scheme, financial assistance is provided to States and UTs for undertaking various activities to increase enrolment at all levels. Under ‘Pradhan Mantri Poshan Shakti Nirman’ (PM POSHAN) one hot cooked meal in Government and Government aided schools is provided to students at the elementary level of education.

Further, Section 10 of the Right of Children to Free and Compulsory Education (RTE) Act, 2009 states that it shall be the duty of every parent or guardian to admit or cause to be admitted his or her child or ward, as the case may be, for elementary education in the neighbourhood school.

Education is in the Concurrent List of the Constitution and majority of the schools come under the jurisdiction of respective State/ UT Governments. As per the RTE Act, 2009, the respective State and UT Governments are the appropriate Government to carry out the provisions of the RTE Act. Also, they have the responsibility and mandate to provide school infrastructure including upgradation/ strengthening of schools, drinking water, toilets and other facilities in schools in accordance with the norms laid down in the Schedule to the RTE Act, 2009 and as per respective State RTE Rules.
