Will the Minister of RAILWAYS be pleased to state:

(a) the total number of passengers travelling daily in all the trains including general, sleeper and AC coaches in the country;

(b) the details of the norms/criteria for determining the frequency of trains and introduction of new trains;

(c) the details of new trains introduced and frequency increased during the last three years and the current year in Tamil Nadu;

(d) whether the arrangements are made by Railways for the convenience of passengers in the event of cancellation/postponement, if so, the details thereof;

(e) the number of trains cancelled due to unforeseen reasons during the last three years and the current year; and

(f) whether the trains are getting late because of snags in the engine, if so, the details of the long term policy formulated/or proposed to be formulated by the Railways to remove the snags in the railway engines?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (f) OF UNSTARRED QUESTION NO. 1705 BY SHRI C.N. ANNADURAI, SHRI GAJANAN KIRTIKAR, SHRI SELVAM G, SHRI DHANUSH M. KUMAR AND SHRI GAUTHAM SIGAMANI PON TO BE ANSWERED IN LOK SABHA ON 08.12.2021 REGARDING NEW TRAINS.

(a) The number of passengers travelling daily in all the trains including general, sleeper and AC coaches during last 2 years and including current year (upto November 2021) is as under:-

(b) Introduction of trains and frequency of train services is an on- going process on Indian Railways which inter alia depends on operational feasibility (like availability of terminals, paths on sections enroute etc), resources availability, traffic justification etc.

(c) Indian Railways do not operate train services on State-wise basis as Railway network straddles across the State boundaries. However, during last three years including current year i.e 2018-2019 to 2021- 2022 (till 30th November, 2021), 15 pairs of train services have been introduced and frequencies of 02 pairs of trains have been increased which serve various stations located in the State of Tamil Nadu on originating/terminating basis.

(d) & (e) In case of cancellation, late running of train etc., cancellation of tickets and refund of fare is made as per Railway Passengers (Cancellation of tickets and refund of fare) Rules 2015. However, Indian Railways cancel train service(s) only as a last resort, when it is neither operationally feasible nor is in the interest of passengers’ safety to operate train service(s). To serve the passenger and enable them reach stations nearest to their destination, trains are diverted or short terminated. Details of train services cancelled during the last three years including current year i.e 2018-19 to 2021-22 (till 30th November, 2021) due to unforeseen reasons like bad weather, agitation, law & order etc, are as under

Locomotive are periodically inspected during maintenance and overhauling schedules as per stipulated instructions and guidelines issued by RDSO through Modification Sheets, Special Maintenance Instructions, Technical Circulars etc. for making locos fit for traffic services.
