Will the Minister of MICRO, SMALL AND MEDIUM ENTERPRISES be pleased to state:

(a) whether the Government has approved Rojgar Yukta Gaon scheme to introduce enterprise-led business model in Khadi sector;

(b) if so, the details of the villages covered and the funds spent under the above scheme, State-wise;

(c) the employment opportunities created for the artisans as on date along with the beneficiaries and business partners, State/year-wise;

(d) whether village industry development scheme is being implemented by the Government for permanent growth of Khadi based enterprises;

(e) if so, the details thereof, State-wise; and

(f) the steps being taken by the Government for the growth of village industries?

(a) to (c): Yes, Sir. Rozgar Yukta Gaon (RYG), is a new component under ‘Khadi Vikas Yojana’, introduced during 2019-20 as an enterprise led model for rural artisans for their sustainable livelihood. This scheme is being implemented through Khadi and Village Industries Commission (KVIC), a statutory body under the Ministry. KVIC had invited Expression of Interest (EoI) from the entitled agencies for Khadi Business Partners (KBPs) as per the tentative list of villages. 8 Nos. of online applications were received and out these, only one proposal from Maharashtra State is found eligible. Till date Rs.20 crore was released to KVIC under RYG during 2019-20 to provide assistance to eligible applicants.

(d) to (f): Ministry of MSME is implementing the ‘Khadi Gramodyog Vikas Yojana’ (KGVY) with sub-schemes of ‘Khadi Vikas Yojana’ (KVY) and ‘Gramodyog Vikas Yojana’ (GVY) from 2019-20 onwards. ‘Khadi Vikas Yojana’ focuses on generating employment opportunities in the Khadi sector by providing assistance to the spinners, weavers and other artisans at their door step. As of now 2788 number of Khadi Institutions are working in the country, the State-wise list is annexed.

‘Gramodyog Vikas Yojana’ aims at promotion and development of village-based industries in the country, by enhancing the income of artisans, through skill development & training and marketing support etc. At this stage 7 numbers of sectors viz., ‘Agarbatti making industry’, Pottery industry, Bee keeping industry, Agro Based and Food Processing Industries, Handmade Paper & Fiber industry, Carpentry & Toy sector, and Footwear industry, are being pursued and in the current year Rs.22.55 crore have been spent.

Ministry of MSME is also implementing Prime Minister’s Employment Generation Programme (PMEGP) for development of village-based industries. Under the scheme, beneficiary can avail loan up to Rs. 25 lakh in the manufacturing sector and Rs. 10 lakh in the service sector, with the subsidy of 15% to 35% for different categories.

Under PMEGP scheme, since its inception in 2008-09, a total of about 6.60 lakh micro enterprises have been assisted with a margin money of Rs. 15500 crore providing employment to an estimated 54.38 lakh persons, with 80% in rural sector, till 2020-21 (up to 28.02.2021).
