Will the Minister of SOCIAL JUSTICE AND EMPOWERMENT be pleased to state:

(a) the total amount of funds allocated and released to the State Government of Gujarat for the welfare of senior citizens along with the amount of funds utilised during the last three years, scheme-wise;

(b) whether the Government has received any complaint regarding the above welfare schemes and if so, the details thereof; and

(c) the steps taken by the Government to address the above complaints?

(a): Ministry of Social Justice and Empowerment has been implementing Centrally Sponsored Scheme of National Action Plan for Senior Citizens under which two major sub-schemes are Integrated Programme for Senior Citizens (IPSrC) and State Action Plan for Senior Citizens (SAPSrC). Under IPSrC, funds are released to Voluntary Organisations, Non-Governmental Organisations, Panchayati Raj Institutions, Urban local bodies etc. and not to the State Governments. Under SAPSrC, funds are released to the State Governments only. Detail of funds released and utilized under these two Schemes is placed at Annexure.

National Action Plan for Senior Citizens (NAPSrC)

This Ministry has been implementing the Centrally Sponsored Scheme of National Action Plan for Senior Citizens (NAPSrC) with effect from 01.04.2021 . NAPSrC is an umbrella scheme which has two major sub-schemes under it, namely:

I. Integrated Programme for Senior Citizens (IPSrC): Setting up of Homes to improve the quality of  life of the Senior Citizens, especially indigent senior citizens by providing basic amenities like shelter, food, medical care and entertainment opportunities and by encouraging productive and active ageing. Under the sub-scheme of IPSrC funds are not released to State Governments but to the Voluntary organisations, Non­ Governmental Organisations, Panchayati Raj institutions, Urban local bodies etc. The details of funds released for the projects under IPSrC in Gujarat is as under –

II. State Action Plan for Senior Citizens (SAPSrC): Each State/UT frames their own State Action Plan (SAP) taking into account their local considerations for the welfare of their Senior Citizens. This State Action Plan may comprise a long term strategy for five years as well as Annual Action Plan.

The Department of Social Justice and Empowerment releases funds to the States/UTs for the implementation of their respective State Action Plans. Under the scheme of SAPSrC, the allocation, release and utilisation to the Government of Gujarat for the year 2019-20 is as under :
