Will the Minister of SKILL DEVELOPMENT AND ENTREPRENEURSHIP be pleased to state:

(a) the targets and achievement in providing employment and self-employment in the country under skill development and entrepreneurship programme;

(b) the number of unemployed citizens who got employment, the State-wise and gender-wise details thereof; and

(c) if the target is not achieved, the reasons for the same and the steps taken by the Ministry to meet the challenges?

STATEMENT REFERRED TO IN REPLY TO PARTS (A) TO (C) OF RAJYA SABHA STARRED QUESTION NO. 51 TO BE ANSWERED ON 05.02.2021 ASKED BY LT. GEN. (DR.) D. P. VATS (RETD.) REGARDING TARGETS AND ACHIEVEMENT IN PROVIDING EMPLOYMENT AND SELF-EMPLOYMENT

(a)  to  (c) Under Skill India Mission, Ministry of Skill Development and Entrepreneurship is implementing its flagship scheme, Pradhan Mantri  Kaushal Vikas Yojana (PMKVY), for short duration skill development training (Short-Term Training (STT) and Recognition of Prior Learning (RPL)) to  unemployed  youth across the country. PMKVY (2016-20) scheme was launched with an objective to impart skill training to 1 crore prospective youth of the country. Training target of the scheme have been achieved and as on 19.01.2021, 1.07 crore candidates have been trained/oriented across the country.

Under placement linked Short Term Training (STT) component of PMKVY (2016-20), the last Tranche of 20% of the total payout to training providers is linked with placement of the certified candidates. As on 19.01.2021, 36.04 lakh candidates have been certified under STT; out of which, 18.95 lakh  candidates  have  been placed (2.77 lakh – self employed, 15.83 lakh – wage employed and 0.35 Apprenticeship). The State-wise and Gender-wise number of placed  candidates under PMKVY (2016-20) is given at Annexure.

Based on the learning from implementation of PMKVY 1.0 (2015-16) and 2.0 (2016-20), Ministry has launched PMKVY 3.0 on 15.01.2021 for 2020-21 with an objective to train 8 lakh candidates.
