Subject: Administrative approval for providing assistance for production of certified seed of pulses under NFSM during 2020-21 regarding.

I am directed to convey that competent authority of this Department has approved assistance for production of 2,00,000 qtls certified seed of pulses from foundation seed under NFSM with financial allocation of Rs.I 0,000.00 lakh to Central Seed Agencies during 2020- 21.

Details of crop-wise, variety-wise, season-wise and agency-wise certified seed production targets of pulses and allocation of funds for the year 2020-21 is enclosed at Annexure-I to VI. The Season-wise and agency-wise production targets of certified seed and allocation of funds for the year 2020-21 is as under :-

The assistance for production of certified seed of pulses from foundation seed by the agencies is approved with the following terms & conditions:-

Assistance for production of certified seed of pulses (produced only from foundation seeds) released/ notified within 06 years (notified during 2015 and onwards) at the rate of Rs. 50/-per kg seed.

75% of assistance is meant for farmers and 25% for seed production agencies to meet expenditure including certification cost.

Seed production agencies will be eligible for the incentive only when they purchase the seed from the fanners at MSP of the procurement year, and issue a certificate to this effect. The assistance amount will be released on the basis of purchase certificate to central seed agencies and these central seed Agencies will further release 75% of the assistance to seed growers through DBT.

If the market price is below than MSP of respective crop, then MSP plus incentive amount will be given to the growers/ farmers by the agencies.

Each seed production agency will maintain the detail record related to list of farmers and their registration number with State Seed Certification Agency, farmers name, village & PO, district, state, area (ha) of seed production , crop, variety-wise approved target, year of notification etc. with them.

In case of certified seed of pulses produced at the farms of central seed agencies within the approved target, the assistance @Rs. 501- per kg seed will be provided to the agencies concerned on additional quantity produced for individual pulses crop higher than 10% of their maximum production during last three years (as per NFSM guidelines).

Priority should also be given to distribution of the seed produced requirement of the Eastern and North-Eastern States of the country.
