Affordable Housing Projects/ Scheme

शहरी क्षेत्रों में आवास की आवश्यकता को पूरा करने में राज्यों / केंद्र शासित प्रदेशों (UT) की सहायता 25.06.2015 से प्रधान मंत्री आवास योजना (शहरी) कर रहा हैं प्रस्ताव मे कुल 83,68,861 घरों को अब तक योजना के तहत मंजूरी दी गई है; इसमें से 49,54,357 निर्माण के विभिन्न चरणों में हैं और 26,13,799 पूर्ण हैं। 1,30,293 करोड़ रुपये मंजूर किए गए हैं और अब तक 51,550 करोड़ रुपये जारी किया जा चुका हैं। वर्ष 2022 तक इस योजना को पूरा करने का लक्ष्य हैं।

(a)& (b)  Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana (Urban) [PMAY(U)] since 25.06.2015 for providing assistance to States/Union Territories (UTs) in addressing the housing requirement in urban areas.Based on the project proposals received from States/UTs, total 83,68,861 houses have so far been sanctioned under the Scheme; out of this, 49,54,357 are at various stages of construction and 26,13,799 are completed.Central assistance of Rs. 1,30,293 crore has been sanctioned and Rs. 51,550 crore has been released so far.

Land and colonization are State subjects. Identification of land& beneficiaries and formulation of project proposals under the PMAY(U) are done by States/ UTs. Central Government provides different levels of financial assistance under following four verticals of the Scheme:

(c) to (e)  Yes, Sir. Department of Public Enterprises (DPE), Government of India has issued guidelines on time bound closure of sick/loss making Central Public Sector Enterprises (CPSEs) and disposal of movable and immovable assets. As per the guidelines, a Land Management Agency (LMA) shall benominated by the administrative Ministry/Department/Board of the CPSE under closure to  manage,  maintain  and  assist  in  disposal  of  land. So far, following four CPSEs have appointed National Buildings Construction Corporation Ltd. (NBCC) as LMA and have requested to check their land parcels for affordable housing:

  • Indian Drugs and Pharmaceuticals Limited
  • Bharat Wagon and Engineering Company Limited
  • HMT Watches Limited
  • Biecco Lawrie Limited

The mechanism to utilize land parcels of sick/closing  CPSEs  is under consideration.

In order to develop and construct affordable housing in a time bound manner, the Government has taken the following steps:

  • All States/UTs have been requested to get project proposals of their remaining demand of houses under PMAY(U) sanctioned by December, 2019.
  • A National Urban Housing Fund (NUHF) has been created for providing extra budgetary resources for the PMAY(U).
  • Global Housing Technology Challenge-India (GHTC-India) was held in March-2019 to identify globally best available alternate technologies and six of them are being selected for Light House Projects (LHPs) as live laboratories in six different States.
  • Schedule of Rates (SoRs) have been issued for 16 alternate technologies available within the country and nearly 13 lakh houses are being constructed using these technologies.
  • Ministry regularly monitors progress of the Mission through periodic review meetings, video-conferences and field visits.

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

  • (a) the details of affordable housing projects/schemes being implemented in the country along with the funds allocated/spent there under since their launch;
  • (b) whether the Government has identified land for developing affordable housing in the country and if so, the details thereof;
  • (c) whether the Government has decided to use huge land parcels belonging to sick and closing Public Sector Enterprises(PSEs) for affordable housing schemes and formulated any policy in this regard and if so, the details thereof;
  • (d) whether the Government has identified PSEs and places for implementation of these projects and if so,the details thereof; and
  • (e) whether proper revenue model,process, bidding criteria, etc. have been firmed up in this regard and if so, the details thereof along with the other steps taken/being taken by the Government to develop and construct affordable housing in a time bound manner?
