फ्लेक्सी किराए की अवधारणा सभी राजधानी, शताब्दी और दुरंतो एक्सप्रेस गाड़ियों में 09.09.2016 से शुरू की गई थी जिनकी संख्या उस समय 148 थी। सितम्बर 2016 से अगस्त 2018 (फ्लेक्सी किराए की अवधि) तक की अवधि के दौरान राजधानी, दुरंतो एवं शताब्दी एक्सप्रेस गाडियों में बुक किए गए यात्रियों की संख्या के विश्लेषण से पता चला है कि इन गाड़ियों में पिछले वर्ष (गैर फ्लेक्सी अवधि के दौरान) की तदनुरूपी अवधि के दौरान बुक किए गए यात्रियों की संख्या की तुलना में 0.95 प्रतिशत वृद्धि हुई है।
इस समय, अन्य मेल/एक्सप्रेस गाड़ियों में राजधानी, दुरंतो एवं शताब्दी गाडियों के समान फ्लेक्सी किराए को शुरू करने का कोई प्रस्ताव नहीं है।
सितम्बर 2016 से नवम्बर 2018 तक की अवधि के दौरान रेलवे को फ्लेक्सी किराए से लगभग 1836 करोड़ रु. की अतिरिक्त आमदनी का लाभ हुआ है।

क्या रेल मंत्री यह बताने की कृपा करेंगे कि
- (क) क्या यह सच है कि 142 प्रीमियम ट्रेनों में आरंभ की गई डायनेमिक और फ्लेक्सी किराया प्रणाली के परिणामस्वरूप रेलगाडियों से सफर करने वाले यात्रियों की संख्या में कमी आई है;
- (ख) यदि हां, तो वर्ष-दर-वर्ष आधार पर व्यस्ततम और गैर-व्यस्ततम अवधि के दौरान आने- जाने वाले यात्रियों की कुल संख्या का ब्यौरा क्या है;
- (ग) क्या सरकार की केवल व्यस्ततम अवधि के दौरान सभी मेल और एक्सप्रेस रेलगाड़ियों के लिए डायनेमिक मूल्य निर्धारण तंत्र आरंभ करने की मंशा है और यदि हां, तो तत्संबंधी ब्यौरा क्या है; और
- (घ) विगत दो वर्षों के दौरान जिन 142 रेलगाड़ियों में डायनेमिक मूल्य निर्धारण किराया प्रणाली आरंभ की गई थी, उनके द्वारा वर्ष-दर-वर्ष आधार पर अर्जित राजस्व में परिवर्तन का ब्याँरा क्या है?

The concept of flexi fare was introduced with effect from 09.09.2016 in all Rajdhani, Shatabdi and Duronto Express Trains which were 148 in number at that time. An analysis of number of passenger booked in Rajdhani, Duronto & Shatabdi Express trains (having flexi fare) during the period from September 2016 to August 2018 (Flexi Fare period) has revealed that there has been an increase of 0.95% in the number of passengers booked in these trains as compared to corresponding period of previous years (non Flexi Fare period).
At present, there is no proposal to introduce flexi fare scheme similar to Rajdhani, Duronto & Shatabdi trains in other Mail/Exp. trains.
During the period from September 2016 to November 2018, Railways has been benefited by an additional earnings of approximately Rs. 1836 crore due to flexi fare.

- (a) whether it is a fact that dynamic pricing/flexi fare system introduced in 142 premium trains by the Government has resulted in lower footfall for the trains;
- (b) if so, the details of total footfalls during peak and lean season on a year-on-year basis;
- (c) whether the Government intends to introduce the dynamic pricing mechanism for all mail and express trains only during the peak season and if so, the details thereof; and
- (d) the details of change in revenue generated on a year-on- year basis by the 142 trains in which dynamic pricing was introduced, in the last 2 years?
