Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state: 
  • (a) the details of the funds allocated, sanctioned, released and utilised under Atal Mission for Rejuvenation and Urban Transformation (AMRUT), State/UT-wise; 
  • (b) the details of projects where work has begun under the scheme, State/UT-wise; 
  • (c) the details of the Utilisation Certificate submitted by the States, State-wise; 
  • (d) the details of States which have received second and third instalment under the scheme, State-wise; 
  • (e) the details of the monitoring meetings of Apex committee conducted in this regard; and 
  • (f) the details of inspection conducted by the Independent Review and Monitoring Agency (IRMA) under the scheme? 

ANSWER 


THE MINISTER OF STATE (INDEPENDENT CHARGE) IN THE MINISTRY OF HOUSING & URBAN AFFAIRS 
PROJECTS+UNDER+AMRUT (SHRI HARDEEP SINGH PURI) 
(a) & (c): The Government of India launched the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) on 25 June, 2015 in 
500 Mission cities as a Centrally Sponsored Scheme with focus on water supply, sewerage and septage management, storm water drainage, non-motorised urban transport and development of green space and parks. The Mission period is up to March, 2020. The total Mission outlay is Rs.1,00,000 crore including a Central Assistance of Rs.50,000 crore. The Mission funds consist of the following four parts: 
(i) Project fund – 80% of the annual budgetary allocation. 
(ii) Incentive for Reforms – 10% of the annual budgetary allocation. 
(iii) State funds for Administrative & Office Expenses (A&OE) 
– 8% of the annual budgetary allocation. 
(iv) A&OE funds for Ministry of Housing and Urban Affairs – 2% of the annual budgetary allocation. 
Projects under AMRUT are selected, appraised, approved and implemented by the concerned States/Union Territories (UTs). The Government of India only approves the State Annual Action Plans (SAAPs) submitted by States/UTs and releases Central Assistance (CA) as per Mission guidelines. The Ministry of Housing and Urban Affairs has approved all the SAAPs for all States/ UTs for entire Mission period for Rs.77,640 crore, including Central Assistance(CA) of Rs.35,990 crore. 
The State/UT-wise details of State Annual Action Plans (SAAPs), committed Central Assistance (CA), CA released under different components and utilisation certificates received are given at Annexure – I. 
(b): Under AMRUT, Detailed Project Report (DPRs) have been approved for 5,421 projects worth Rs.78,856 crore (Some States/UTs have taken up projects in excess of approved SAAPs for which entire additional expenditure shall be borne by the respective States/UTs). So far works have been completed for 1,099 projects worth Rs.2,626 crore and for 3,222 projects worth Rs.53,319 crore contracts have been awarded and work is under progress. The State/ UT–wise details are given at Annexure – II. 
(d): Second instalments of CA for projects have been released to the States/UTs as shown in Annexure-III. No, State/UT has claimed 3rd instalment so far. 
(e): So far twenty (20) meetings of Apex Committee has been held to review and monitor the progress of the Mission. 
(f): Independent Review and Monitoring Agency (IRMA) has been appointed for all the States/UTs. Monitoring is carried out routinely by IRMA for the projects under implementation and report is submitted to the State Mission Director. The State Mission Director submits the action taken on the IRMA report at the time of claiming second and third instalments of CA under AMRUT.
