NATIONAL SPORTS POLICY 2025

Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state:
(a) whether the Central Government has approved the National Sports Policy 2025 to revamp India’s sports ecosystem;
(b) if so, the key provisions for strengthening grassroot infrastructure and early talent identification across urban and rural areas;
(c) the manner in which the policy integrates sports with education, public health and youth engagement; and

(d) the manner in which this long-term vision supports India’s bid for 2036 Olympics while ensuring inclusive opportunities for athletes from all socio-economic backgrounds?

(a): Yes Sir. The Government has launched the Khelo Bharat Niti – 2025 on 01.07.2025. It aims at building a strong, inclusive, and performance-driven sports ecosystem in India. The vision of the Niti is “Sports for Nation Building – Harness the Power of Sports for Nation’s Holistic Development”.
(b): The Khelo Bharat Niti, 2025 includes key provisions aimed at strengthening grassroots sports infrastructure and facilitating early talent identification across urban and rural areas, with the objective of making sports more inclusive and accessible. Further, since ‘Sports’ is a State subject, the primary responsibility for promotion and development of sports, including provision of financial support to aspiring sportspersons and local sports clubs for encouraging sports activities in rural and semi-urban areas, rests with the respective State/Union Territory Governments. The Union Government supplements these efforts through its ongoing schemes and programmes, viz., (i) The Khelo India Scheme; (ii) Target Olympic Podium Scheme (TOPS); (iii) Assistance to National Sports Federations (NSF) Scheme; (iv) Pandit Deendayal Upadhyay National Welfare Programme for Sportspersons; (v) Scheme of Sports Fund for Pension to Meritorious Sportspersons; and (vi) Scheme of Cash Incentive to Medal Winners in International Sports Events and their Coaches. (c): The policy has provisions to integrate sports with the education system, public health initiatives and youth development programmes through a whole-of-government and whole-of-society approach. In alignment with the National Education Policy, 2020, physical education and sports are promoted as integral components of holistic learning and physical literacy from the foundational stage onwards. From a public health perspective, the policy positions sports and regular physical activity as critical preventive healthcare interventions to address lifestyle disorders, improve mental well-being and foster active living, with strong convergence with the Fit India Movement. It also promotes mass participation activities such as yoga, fitness campaigns, indigenous sports and community sporting events.
(d): The Khelo Bharat Niti, 2025 sets out a long-term, sustainable, and inclusive framework to build a broad-based national sports ecosystem. It leverages the transformative potential of sports for athletic achievement, economic growth, social development, and improved public health. Building on earlier initiatives such as the National Sports Policy 2001, Khelo India, and TOPS, the Niti outlines a clear pathway from grassroots talent identification to international performance, including aspirations for the 2036 Olympics. It consolidates past gains while promoting sports tourism, strengthening sports equipment manufacturing, encouraging startups and innovation in the sports sector, and positioning India as a global sports destination. Collectively, these measures enhance competitiveness of our athletes in international events and strategically position the nation for successfully hosting mega sports events like the Olympics.
