He notes that while discussions around the 8th Pay Commission largely revolve around the expected increase in basic pay, employees should also consider how higher basic pay affects salary-linked components such as HRA. Evaluating multiple salary scenarios, rather than relying on a single estimate, provides a more realistic understanding of the potential financial impact.

Current HRA Structure

At present, central government employees receive HRA based on the category of the city where they are posted:

  • 30% of basic pay for X-category (metro) cities
  • 20% of basic pay for Y-category cities
  • 10% of basic pay for Z-category cities

Even if these percentages remain unchanged after the 8th Pay Commission, the actual HRA amount will rise automatically because it is linked to the revised basic salary.

Why the Fitment Factor Is Crucial

Employee unions have reportedly demanded a fitment factor of around 2.57, while many analysts believe the government could opt for a lower multiplier, possibly between 2.0 and 2.28. As of now, no official decision has been announced.

Nothing Has Been Finalised Yet

Although the government has announced the formation of the 8th Pay Commission, its recommendations are still awaited. The final fitment factor, revised pay matrix, and any changes to the HRA structure will become clear only after the Commission submits its report and the Central Government approves its recommendations.

Until then, all salary calculations remain illustrative estimates based on various projected fitment factors.
