PROVISION OF HOUSES IN SMART CITIES

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the number of smart cities selected in the country, State-wise;
(b) the number of families living in slum settlements and homeless families in the said cities; and
(c) the number of families provided the houses and yet to be provided the houses in the said cities?

(a) 100 cities are selected under the Smart Cities Mission (SCM) across the country. The state-wise details of the smart cities are at Annexure-I.
(b) In the 100 cities selected under the Smart Cities Mission (SCM), 1.82 crore people comprising of approximately 39 lakhs households were living in slums, details of which are at Annexure-II (based on Census 2011 figures).
City-wise data on number of persons living in slums settlements and homeless families is maintained by the respective States/ UTs and is not maintained by Ministry of Housing and Urban Affairs (MoHUA). ‘Land’ and ‘Colonization’ are State subjects and it is the responsibility of the State Government/ UT Administration to provide housing to the vulnerable homeless.
(c) MoHUA through Pradhan Mantri Awas Yojana- Urban (PMAY-U) supplements the efforts of the States/UTs for facilitating pucca houses in urban areas including slums across the country. There are four verticals under PMAY-U scheme viz. Beneficiary-led Construction (BLC), Affordable Housing in Partnership (AHP), “In-Situ” Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS). The scheme provided flexibility to the beneficiaries including slum dwellers to avail the benefit under any vertical as per the requirement and eligibility criteria. ISSR vertical of the PMAY-U is specifically for redevelopment of slum using land as a resource for providing houses to eligible slum dwellers.
PMAY-U is a demand driven scheme and MoHUA has not fixed any target for construction of houses. Based on the demand for housing in the urban areas, States/UTs prepare project proposals and after approval of State Level Sanctioning & Monitoring Committee (SLSMC), these are submitted to MoHUA for sanctioning of admissible Central assistance by Central Sanctioning & Monitoring Committee (CSMC).
The cost of the house as per Detailed Project Report (DPR) is shared by States/UTs/Urban Local Bodies (ULB)/Beneficiaries. Based on the project proposals submitted by the State/UT Governments under PMAY-U, in the 100 cities selected under SCM, a total of 5.52 lakh houses have been sanctioned by MoHUA, out of which 4.99 lakh have been grounded for construction and 3.36 lakh have been completed/delivered to the beneficiaries as on 03.03.2025. Since inception of PMAY-U on 25.06.2015, State/UT and city-wise details of houses sanctioned, grounded for construction and completed for slum households in 100 cities selected under SCM is given at Annexure-III.
Further, under SCM, one of the components has provisioned for affordable housing. As reported by the States/ UTs, 35,000 units have been built in 23 smart cities.
In addition, MoHUA has revamped the PMAY-U and launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 for 1 crore additional eligible beneficiaries at affordable cost.
