Pradhan Mantri Awas Yojana-Urban: Supporting Housing Development in India
Housing schemes in India are primarily managed by State governments and Union Territories (UTs), as land and colonization fall under their jurisdiction. To support these efforts, the Ministry of Housing and Urban Affairs has been providing Central Assistance through the Pradhan Mantri Awas Yojana-Urban (PMAY-U) since June 25, 2015. This initiative aims to deliver pucca houses to eligible urban beneficiaries across the nation.
PMAY-U operates on a demand-driven basis, meaning there are no fixed targets for house construction set by the Government of India. Instead, States and UTs develop project proposals based on local housing demands, which they then submit to the Ministry for funding assistance. The scheme’s timeline has been extended until December 31, 2025, allowing for the completion of sanctioned houses while maintaining the existing funding structure and implementation processes.

HOUSES CONSTRUCTED UNDER PMAY-U
Will the Minister of Housing and Urban Affairs be pleased to state:
(a) the number of houses sanctioned and completed so far in Latur and Sambhaji nagar districts of Maharashtra, Khandwa district of Madhya Pradesh and districts of Union Territories of Dadra and Nagar Haveli and Daman and Diu under the Pradhan Mantri Awas Yojana – Urban (PMAY-U);
(b) the reasons behind the number of sanctioned houses being less than expected;
(c) the central assistance assured and released so far to the said districts; and
(d) the number of beneficiaries under PMAY-U in the said States/UTs including the said districts thereof?

(a) to (d): ‘Land’ and ‘Colonization’ are State subjects. Therefore, schemes related to housing for their citizens are implemented by States/Union Territories (UTs). However, the Ministry of Housing and Urban Affairs supplements the efforts of States/Union Territories (UTs), by providing Central Assistance under Pradhan Mantri Awas Yojana- Urban (PMAY-U) since 25.06.2015 to provide pucca houses to eligible urban beneficiaries across the country. PMAY-U is a demand driven scheme and Government of India has not fixed any target for construction of houses. Participating States/UTs have prepared project proposals in consonance with the scheme guidelines, based on the demand for houses in urban areas and submitted to this Ministry for release of admissible Central Assistance. The scheme period, has been extended upto 31.12.2025 to complete sanctioned houses without changing the funding pattern and implementation methodology.
PMAY-U is implemented through the States/UTs in the spirit of co- operative federalism wherein participating States/UTs prepare project proposals in consonance with the scheme guidelines, based on the demand for houses in urban areas and submit to this Ministry for release of admissible Central Assistance. Details of Physical and Financial Progress as on 17.03.2025 in Latur and Sambhaji Nagar districts of Maharashtra, Khandwa district of Madhya Pradesh and districts of UT of DNH & DD under PMAY-U are at Annexure.
Based on the learnings from the experiences of PMAY-U, MoHUA has launched PMAY-U 2.0 ‘Housing for All’ Mission with effect from 01.09.2024 to assist 1 crore additional eligible urban beneficiaries through four verticals i.e., Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS). As on date, 32 States/UTs have signed Memorandum of Agreement (MoA) to implement PMAY-U 2.0 as per scheme guidelines. The operational guidelines of the PMAY-U 2.0 and the unified web portal for submitting online application can be accessed at https://pmay-urban.gov.in.
