Staff Car Driver (Ordinary Grade)” Recruitment Rules, 2024 in Department of Food, Supplies and Consumer Affairs

NOTIFICATION

Delhi, the 2nd April, 2024

F. No. 4(1)/2023/F&S/Admn/650.—In exercise of powers conferred by the proviso to article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs Notification number F.27/59-Him (i), dated the 13th July, 1959, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following rules regarding the method of recruitment to the post of Staff Car Driver (Ordinary Grade) in the Department of Food Supplies and Consumer Affairs, Government of National Capital Territory of Delhi, namely:-

1. Short title and commencement :-

(1) These rules may be called “Staff Car Driver (Ordinary Grade)” Recruitment Rules, 2024.

(2) They shall come into force on the date of their publication in the Delhi Gazette.

2. Number of posts, their classification and level in the Pay Matrix :- The number of said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns 2 to 4 to the Schedule annexed to these rules.

3. Method of recruitment, age-limit, qualifications, etc.:- The method of recruitment, age-limits, qualifications and other matters relating to the said posts shall be as specified in columns 5 to 13 of the said Schedule.

4. Disqualifications :– No person, –

(a) Who has entered into or contracted a marriage with a person having a spouse living; or

(b) Who, having a spouse living has entered into or contracted a marriage with any person; shall be eligible for appointment to the said posts:

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

5. Power to relax :- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order for reasons to be recorded in writing, relax any of the provisions of this rule in respect of any class or category of persons.

6. Saving :- Noting in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with orders issued by the Government from time to time in this regard.

3.(Classification) General Central Service, Non-Ministerial, Non-Gazetted, Group ‘C’
4.(Pay Level in the Pay Matrix ) Level-2 (Rs. 19900-63200/-) of the Pay Matrix
5.  (Whether  Selection  or  Non- Selection Post) Not Applicable
6. (Age Limit for Direct Recruits) 18-25 years*

 (Relaxable for  government  servants upto  40  years in  accordance  with  the instructions or orders issued by the Central Government.

Note: The crucial date for determining the age limit shall be as advertised by DSSSB/Competent Authority.

*In case of post being filled up by all-India Open Competition, the age limit would be between 18 year and 27 years.

7. (Educational & other qualifications required for direct recruits) Essential:-

1.     Pass in 10th Standard.

2.     Possession of a Valid Driving License for Motor Cars.

3.     Knowledge of Motor mechanism (the Candidate should be able to remove minor defects in Vehicle).

4.     Experience of Driving a Motor Car for at least three years.

Desirable:

Three Years’ service as Home Guard/Civil Volunteers.

Note 1 : Qualifications are relaxable at the discretion of the

Competent Authority in the case of candidates otherwise well qualified.

Note2 :The qualification(s) regarding experience is relaxable at the discretion of the Competent Authority in the case of candidates belonging to Scheduled Castes or Scheduled Tribes if at any stage of selection the Competent Authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them.

8. (Whether Age & Educational Qualifications prescribed for direct recruits will apply in case of promotees) Not Applicable
9.(Period of Prob, If any) Two Years for Direct Recruits
10.(Method of rectt. Whether by direct rectt. or by promotion or by Deputation/absorption      and percentage of the vacancies to be filled by various methods) By Deputation/Absorption failing which by Direct Recruitment
11.(In       case      of      rectt.       By Promotion/Deputation/absorption grades               from               which promotion/deputation/absorption to be made. Deputation/Absorption:

Officers of the Central Government/ State Government or Union Territories:

(a)(i)  Holding  analogous  post  on  a  regular  basis  in  the  parent  cadre  or department

Or

(ii) From amongst Group C employees in Level-1 (18000-56900/-) in Pay Matrix with three years of regular service in the office where vacancy arises failing which from Group C employees in Level-1 (18000-56900/-) in Pay Matrix with three years of regular service in Central Government/State Government/UT territories and on the basis of driving test to assess the competence to drive motor cars and

(b) possessing the following qualification and experience as prescribed in Column No. 7

Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organization/Department of the Central Government/state Government/UT shall ordinarily not exceed three years.

Note 2: The maximum age limit for appointment by deputation/absorption shall be Not Exceeding 56 years as on the closing date of receipt of applications.

12.(If  a  DPC  exists  what  is  its Composition) Group-‘C’    Departmental    Confirmation    Committee    (for    considering confirmation)

1.Principal Secretary/Secretary (AR)-Chairperson. 2.Head of the Department –Member.

3.Dy. Secretary (GAD)- Member

Note: Senior most member of the Departmental Confirmation Committee shall act as Chairperson in case the notified Chairperson of the Departmental Confirmation Committee happens to be junior to another member of the Departmental Confirmation Committee

13.(Circumstances         in                                      which

U.P.S.C.   to   be   consulted   in making Recruitment)

Consultation with Union Public Service Commission is not necessary
