Number of villages identified under Saansad Adarsh Gram Yojana

Since its inception on October 11, 2014, Saansad Adarsh Gram Yojana (SAGY) has seen 3,407 Gram Panchayats identified by Members of Parliament (MPs) across India. These GPs develop Village Development Plans (VDPs) and execute them through convergence of various government schemes. As of January 31, 2024, 2,984 GPs have uploaded their VDPs, containing 2,57,486 projects, with 2,11,568 completed. The scheme aims for holistic development without additional funds. Various initiatives have been taken for better implementation, including amending 26 schemes, compiling 127 central and 1,806 state schemes for convergence, periodic reviews, training, and dynamic ranking of GPs. The SAGY website has been revamped, and bulk SMS service has been initiated for stakeholder reminders.

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) the details of number of Gram Panchayat which have been adopted under Saansad Adarsh Gram Yojana (SAGY), State-wise;

(b) whether this yojana has proved to be a nonstarter even after eight years of it’s launching in some gram panchayats;

(c) whether it is a fact that the release of insufficient funds was the main reason of non starting of this yojana, if so, the details thereof; and

(d) the steps being taken by the Government for release of sufficient funds to SAGY and mechanism to over see the implementation of scheme?

(a): The State/ Union Territory wise details of 3,407 Gram Panchayats, identified by Hon’ble Members of Parliament (MP) under Saansad Adarsh Gram Yojana (SAGY) since inception till date, is given in Annexure-I.

(b): The SAGY has been very effective in ushering all round development in the Gram Panchayats (GPs) selected as per guidelines of the scheme by Hon’ble MPs. The identified GPs prepare the Village Development Plans (VDPs) and activities proposed in these plans are implemented through convergence of various schemes of the Government of India and the State Governments. SAGY aims to trigger processes, which lead to the holistic development of the adopted Gram Panchayats. As on 31st January, 2024, a total of 2,984 out of 3,407 GPs adopted under SAGY have uploaded their VDPs containing 2,57,486 projects. Out of these, 2,11,568 projects have been completed and there is continuous development of adopted Gram Panchayats under SAGY.

(c) and (d): Under the Saansad Adarsh Gram Yojana framework, the development of Gram Panchayats is envisaged through convergence and implementation of existing Central and State Government Schemes and Programmes under the administrative control of respective Ministries/ States, without allocating additional funds. The various initiatives taken for better implementation of the Scheme are given at Annexure -II.

Annexure-II

Annexure-II referred in Part (c) and (d) of reply to Lok Sabha Unstarred Question No.601 scheduled for answer on 6th February, 2024

The following initiatives have been inter alia taken for better implementation of the Scheme:

i. 26 Schemes of 17 Ministries of Government of India have been amended and advisories have been issued to accord priority to SAGY Gram Panchayats in respective schemes.

ii. The Ministry has brought out a compilation of 127 Central Sector and Centrally Sponsored and 1,806 State Schemes for convergence under SAGY. This document serves as a ready reckoner especially for the Hon’ble Members of Parliament, District and Village level officials about the different schemes for possible convergence at the GP level.

iii. The SAGY is reviewed periodically by the Ministry of Rural Development, which include review by the Hon’ble Minister of Rural Development, Performance Review Committee, Common Review Missions, National Level Monitors, Concurrent Monitoring and Impact Assessment studies.

iv. Ministry has published a document named ‘SAHYOG’ as an indicative guidance document with the essential information on the existing social security schemes collated from respective Ministries to enrich the knowledge of villagers and village level functionaries to achieve 100% enrollment into the social/ financial Security Schemes in SAGY Gram Panchayats.

v. The states have been requested to conduct the State Level Empowered Committee (SLEC) meetings headed by the Chief Secretary to review the implementation process and to ensure seamless convergence of schemes among different State Government Departments.

vi. The Ministry provides training on preparation of VDP and the approaches to convergence of schemes to the Charge Officers and other stakeholders of the state who are coordinating the implementation at the local level and are fully responsible and accountable for the implementation of VDP.

vii. The parameters for dynamic ranking of Gram Panchayats have been developed and placed on the portal so as to instill competition amongst the selected SAGY GPs.

viii. The States/UTs have been requested to direct the officials concerned to organize District Level Committee meetings regularly to gear up the VDP implementation and also to brief the Hon’ble Members of Parliament.

ix. The Ministry organizes an Orientation Programme for the representatives/Private Secretaries of Hon’ble MPs periodically to encourage them to play a critical intermediary role between the District Administration and the Hon’ble MPs and expedite the SAGY implementation process.

x. The National Level Committee meetings headed by Secretary, Rural Development with representatives from 20 Ministries/ Departments to monitor, review, facilitate cross-learning and initiating remedial action where necessary including changes to the guidelines of their respective schemes/ programmes for the seamless convergence process.

xi. Letters from Hon’ble Minister of Rural Development are being sent to the Hon’ble MPs to identify GPs and to provide necessary leadership to gear up the convergence process to saturate major scheme.

xii. The Ministry organized Corporate Social Responsibility (CSR) conclave with Central Public Sector enterprises and Private Sector companies in collaboration with Transforming Rural India Foundation (TRIF) to leverage CSR funds for SAGY GPs.

xiii. The SAGY website (https://saanjhi.gov.in/Index.aspx) has been revamped with more pertinent information related to the scheme for comprehensive view by the public. The website contains detailed information, extensive reports, graphs and maps on the progress of the scheme.

The service of bulk SMSs ( Short Message/ Messaging Service) has been initiated to remind all the stakeholders including Hon’ble MPs, Charges Officers, District Collectors, State Nodal Officers of all States/ UTs, to expedite the identification of GPs, preparation of VDPs, completion of projects planned under VDPs.
