Will the Minister of TRIBAL AFFAIRS be pleased to state:

(a) the total number of Eklavya Model Residential Schools set up/modernized across the country for the students belonging to the Scheduled Tribes category;

establish_eklavya_model_residential_schools_for_tribal_students

(b) whether several State Governments including Maharashtra, Tamil Nadu, Madhya Pradesh have requested the Government to set up more Eklavya Model Residential Schools in their respective States particularly in Khargone and Pollachi Parliamentary constituencies;

(c) if so, the details thereof and the reaction of the Government thereto;

(d) the details of the funds sanctioned, allocated, and utilized under EMRS during the last four years, States/UT-wise including Rajasthan and Nagaland along with the details thereof; and

(e) the details of the works executed/ achievements made till date under this scheme in the country particularly in Rajasthan?

(a): Ministry of Tribal Affairs through NESTS (National Education Society for Tribal Students) is setting up Eklavya Model Residential Schools (EMRSs) across the country. As on date, 694 EMRSs have been sanctioned, out of which 402 are functional.

(b) & (c): The requests received from various states are examined based on this twin criterion of 50% ST population and minimum 20,000 ST population and presently EMRSs are being sanctioned for identified blocks fulfilling the above criteria. As on date, the number of EMRSs sanctioned for the State of Maharashtra, Tamil Nadu and Madhya Pradesh is 37, 8 and 70 respectively. Out of 70 EMRSs sanctioned in Madhya Pradesh, 4 EMRSs are already sanctioned for the district of Khargone and as per existing norms, no block in Pollachi Parliamentary constituency has been identified for the establishment of EMRS.

(d): Upto the year 2019-20, funds for EMRSs were released under Grants under Article 275 (1) of the Constitution of India. From the year 2020-21 onwards separate allocation has been made for the scheme of EMRS. The details of funds sanctioned and utilized under EMRS during the last three years and current year, States/UT-wise including Rajasthan and Nagaland is at Annexure.

(e): As reported, out of the total 694 EMRSs sanctioned across the country, the construction work has been completed in 272 locations. In the State of Rajasthan, the construction work is completed at 25 locations out of 31 EMRSs sanctioned.

The amount reflected under the head CCA (for construction of Schools) has been given to various construction agencies like CPWD/PSUs/State Societies for the construction of school buildings in the respective states.
