HOUSES UNDER PMAY

Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:
(a) the steps taken by the Government for resolving the housing requirements of the people belonging to Economically Weaker Sections (EWS), Lower Income Group (LIG) and Middle Income Group (MIG) in urban areas;
(b) the number of houses sanctioned, under construction and constructed under Pradhan Mantri Awas Yojana (PMAY) during each of the last three years;
(c) the details of the houses provided to the beneficiaries, State-wise; and
(d) the targets fixed for construction of houses in urban areas during 2020-24 under PMAY?

(a) ‘Land’ and ‘Colonization’ are State subjects. Ministry of Housing and Urban Affairs (MoHUA) is implementing Pradhan Mantri Awas Yojana- Urban (PMAY-U) under “Housing for All” Mission since June 2015 by providing Central Assistance to supplement efforts of States/ Union Territories (UTs) for providing all weather puccahouses to all eligible urban beneficiaries. The scheme is being implemented through four verticals, i.e., Beneficiary Led Construction (BLC); Affordable Housing in Partnership (AHP); In-Situ Slum Redevelopment (ISSR) and Credit Linked Subsidy Scheme (CLSS) based on eligibility criteria as per scheme guidelines. The beneficiary can avail benefit in any one of the above four verticals. CLSS for Middle Income Group (MIG) under PMAY-U was from 01.01.2017, initially for one year, and was extended up to 31.03.2021. CLSS vertical for Economically Weaker Section (EWS)/ Lower Income Group (LIG) was up to 31.03.2022.

A total of 118.90 lakh houses have been sanctioned under PMAY-U, out of which, 99.01 lakh houses are for EWS beneficiaries, 13.81 lakh houses for LIG beneficiaries and 6.08 lakh houses for MIG beneficiaries.
(b)& (c) Details of the number of houses sanctioned, grounded and completed under PMAY-U during each of the last three years and the current year is at Annexure-I.
State-wise details of houses sanctioned, grounded and completed are at Annexure-II.
(d) PMAY-U is a demand driven scheme and Government of India has not fixed any target for construction of houses. Based on the project proposals submitted by States/ UTs, as on 24.07.2023, 118.90 lakh houses have been sanctioned under PMAY-U, out of which 112.25 lakh have been grounded for construction; of which 75.51 lakh have been completed and delivered to beneficiaries. The scheme period, which was earlier upto 31.03.2022, has since been extended upto 31.12.2024, except CLSS vertical, to complete all the houses sanctioned without changing the funding pattern and implementation methodology.
