Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state:
(a) whether the Government proposes to increase the area under Khushal Kisan Yojana;
(b) if so, the details of the work being done in this regard, State-wise; and

(a) & (b): State Govt. of Himachal Pradesh has informed that it is implementing ‘Prakritik Kheti Khushhal Kissan’ (PK3Y) Yojana which is a State run scheme of Government of Himachal Pradesh since 2018. The techniques of Prakritik Kheti Khushhal Kissan are low cost, local resourced based, climate resilient and non chemical based. The major ingredients of the various concoctions, which are used in the techniques, are indigenous cow dung, cow urine, pulse flour and natural plant extracts, which are generally available at home and nothing is to be purchased from external market. The PK3Y is being implemented in a mission mode by ‘State Project Implementing Unit’ (SPIU). The Yojana is being monitored by a ‘State Level Apex Committee’ headed by Hon’ble Chief Minister of Himachal Pradesh
To promote the scheme and to cover maximum farmers under the scheme the 5 tier approach is being followed in the State:
  • Mass sensitization of farmers.
  • 2-6 days village /district/state level trainings.
  • Exposure visits (intra/inter-state) to showcase the natural farming models.
  • Adoption by farmers.
  • Regular visits and handholding.
Additionally to support the farmers, the following assistances are being given under the Yojna:
 
1. Purchase of Indigenous cow- ₹25,000/- or 50 % of total cost whichever is less + ₹5,000/- (transportation).
2. Lining of cowshed for collection of cow urine- ₹8,000/- or 80 % of cost whichever is less.
3. On farm input generation (purchase of drums for preparation of various formulations)  – ₹750/- per drum (max. 3 drums /farmer).
Sansadhan Bhandar (a shop at village level for sale of various natural farming formulations on pre decided rates to those farmers who does not have cow – ₹ 10,000/- one time for opening of Sansadhan Bhandar.
(c): Government of India is promoting natural farming since 2019-20 under Bhartiya Prakritik Krishi Paddhati (BPKP), a sub scheme of Parampargat Krishi Vikas Yojna (PKVY). Natural Farming is chemical free farming based on the integrated agriculture and animal husbandry approach using livestock and local resources. It is largely based on on-farm biomass recycling with major stress on biomass mulching, use of on-farm cow dung-urine formulations from local livestock’s. About 4.09 lakh ha. area under 8 states viz. Andhra Pradesh, Chhattisgarh, Kerala, Himachal Pradesh, Jharkhand, Odisha, Madhya Pradesh and Tamil Nadu are covered under the BPKP scheme.
