Will the Minister of TRIBAL AFFAIRS be pleased to state:

(a) the details of Eklavya Model Residential Schools (EMRS) that have been set-up in the State of Andhra Pradesh and Udaipur district of Rajasthan;

(b) whether all blocks in the State of Andhra Pradesh have been covered that satisfy the criteria for setting up of EMRS;

(d) whether the Government will allow setting up of more than one EMRS in districts which have majority of ST population;

(e) if so, the details thereof and if not, the reasons therefor; and

(f) the funds allocated to EMRS during the last three years and the current financial year, State/UT- wise along with the funds allocated for EMRS opened in Udaipur district?

(a) to (e): Government has decided to establish Eklavya Model Residential Schools (EMRS) in every block with 50% or more ST population and atleast 20,000 tribal persons. A total number of 740 EMRSs are proposed to be established across the country by the year 2025-26. As per the existing norms, more than one block from a single district may fulfil the twin criteria for setting up of EMRS resulting in more than one EMRSs in one district. The number of EMRS sanctioned in the State of Andhra Pradesh and Udaipur district of Rajasthan are 28 and 08 respectively and all these EMRSs are reported to be functional as on date. All blocks, satisfying the criteria for setting up of EMRS, in the State of Andhra Pradesh have been covered with an EMRS. The details of the EMRSs sanctioned in Andhra Pradesh and Udaipur district of Rajasthan are enclosed at Annexure.

(f): The capital cost for construction of EMRS is Rs.37.80 crores for plain areas and upto Rs. 48.00 crores in case of Northeast, Hilly and LWE affected areas. Recurring cost of Rs.1,09,000.00 per student per year is given to schools towards running and managing the school. Fund is released to National Education Society for Tribal Students (NESTS), an autonomous organization to manage and implement the scheme of EMRS and NESTS further releases funds to States/ UTs/ PSUs/ Construction Agencies/ State Societies as per their requirements for construction of EMRSs and recurring cost for running of the schools. EMRS had been a component under ‘Grants under Article 275(1) of the Constitution of India’ and has carved into a separate central sector scheme during 2019-20. Prior to 2020-21, funds was released under Article 275(1) for EMRSs. Funds released to NESTS during the last 3 years and current year is as under-
