It is proposed to revise the Recruitment Rules for the post of Director, National Seed Research and Training Centre (NSRTC), Varanasi, a subordinate office under the administrative control of Department of Agriculture and Farmers Welfare. A copy of the Draft RRs in this regard is attached.
2. It Is requested that all Stakeholders may kindly furnish their comments/suggestion, if any, on the aforesaid draft R.Rs to Seeds Division, DA&IW within 30 days from the date of issue of this OM.

G.S.R. ………………..In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the National Seed Research and Training Centre (Group ‘A’ post) Recruitment Rules, 2004, insofar as they relate to the post of Director, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment for the post of Director in the National Seed Research and Training Centre under the Department of Agriculture and Farmers Welfare namely:-
1. Short title and commencement :- (1) These rules may be called the National Seed Research and Training Centre (Director) Recruitment Rules, 2022. (2) They shall come into force on the date of their publication in the Official Gazette
2. Number of post, classification and Level in the Pay Matrix. – The number of the said post, their classification and Level in the Pay matrix attached thereto shall be as specified in columns (2) to (4) of the schedule annexed to these rules.
3. Method of recruitment, age limit and other qualifications, etc.- The method of recruitment to the said posts, age limit, qualification and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid schedule.
4. Disqualification.- No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
5. Power to relax – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect of any class or category of persons.
6. Savings - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen, other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Ten years experience in the field of Seed Production or Seed Marketing or Seed Certification or Seed Testing or Seed Quality Control or Seed Development Programmes Desirable (iii) Ph.D. in the field of Plant Breeding & Genetics or Seed Technology or Agronomy or Agriculture Botany or Seed Production or Seed Certification or Seed Testing or Seed Quality Control Note 1 : Qualifications are relaxable at the discretion of the Union Public Service Commission in case of candidate otherwise well qualified. Note 2 :- The qualifications regarding experience are relaxable at the discretion of the Union Public Service Commission in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes, if at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities are not likely to be available to fill up the vacancies reserved for them. |

In case of Deputation (Including Short Term Contract) :- 1. Officers under the Central Government or State Governnment or Union Territories or Agricultural Universities or Recognised Research Institutions or Autonomous Organisations or Semi Government Organisations or Public Sector Undertakings :- (a)(i) holding analogous post on regular basis in the parent cadre or department or (ii) with five years’ service in the grade rendered after appointment thereto on a regular basis in Level – 12, Rs. 78800 – 209200/- in the pay matrix or equivalent in the parent cadre or Department; and (b) Possessing the educational qualifications and experience prescribed for direct recruits under column (7). In case of Promotion :- The Departmental Chief Seed Analyst in the Level – 12, (Rs.78800 – 209200) with five years’ regular service in the grade and have successfully completed four weeks mandatory training in the area of duties and responsibilities of promotional post in any institute under the Central Government or State Government or any recognized institute shall also be considered alongwith deputationists and in case he or she is selected then post shall be deemed to have been filled by promotion. Note : The Departmental Officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. appointment by promotion). Period of deputation (including Short-Term Contract) including deputation (including Short- Term Contract) in another ex- cadre post immediately preceding this appointment in the same or some other Organisation/Department of the Central Government shall ordinarily not exceed five years. The maximum age limit for appointment by deputation (including Short-Term Contract) shall not be exceeding 56 years as on the closing date of receipt of application. Note : Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for duration of one year or more may be filled on deputation basis from officers of Central Government. (a)(i) holding analogous posts on regular basis or (ii) with 5 years regular service in posts in the Level-12 of the Pay Matrix and (b) Possessing the qualifications and experience prescribed for direct recruits under Col. 7”. No. dated 20.09.2022):- In case of persons holding the feeder posts on regular basis on the date of notification of the revised rules, the eligibility service for promotion to the next post shall continue to be the same as previous notified RRs. |
