VACANCIES IN THE NATIONAL COMMISSION ON SCHEDULED TRIBES

1275. SHRI ABHISHEK BANERJEE:

Will the Minister of TRIBAL AFFAIRS be pleased to state:

(a) the number of vacancies in the National Commission on Scheduled Tribes;

(b) the reasons for these vacancies and the expected timeframe for filling these vacancies;

(c) the reason for delay in tabling of annual reports of National Commission on Scheduled Tribes since 2018; and

(d) the expected time frame for tabling of these reports?

(a) to (b): Total sanctioned posts in the National Commission for Scheduled Tribes (NCST) are 124 out of which 49 are filled. The vacant posts are 75. For Group A posts in NCST, the Ministry of Tribal Affairs is the cadre controlling authority and for the Group B and Group C, the NCST is the cadre controlling authority. The Ministry of Tribal Affairs and National Commission for Scheduled Tribes are in the process of filling of vacant posts. Since promotion and filling up of vacant positions in NCST is a continuous process, the Ministry of Tribal Affairs and the NCST are continuously making efforts for filling up of vacant positions on priority basis.

(c) to (d): As per Clause 6 of Article 338 A of the Constitution of India, the President shall cause all such reports to be laid before each House of the Parliament along with a memorandum, explaining action taken or proposed to be taken on recommendations related to the Union and reasons for non-acceptance, if any, of any of such recommendations.

For  preparation  of  the  Explanatory  Memorandum,  the  concerned  stakeholders  i.e. Central Ministries / Departments of the Government of India, State Governments, Statutory Bodies, Autonomous Institutions, Public Sector Banks and undertakings are requested to furnish Action taken Reports/comments/inputs. As and when Action Taken Report/comments/inputs are received from various stakeholders, an Action Taken Memorandum on Recommendations and Policy issues are complied and prepared . Thereafter, after getting the approval of the Hon’ble President of India, the Reports of the NCST alongwith Action Taken Memorandum are laid in both the Houses of the Parliament.

Three Annual Reports (9th , 10th & 11th) of National Commission for Scheduled Tribes have been laid by the Ministry before the Parliament since 2018.
