HOUSES TO BPL PEOPLE UNDER PMAY-G

Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) whether the Government is likely to provide houses under Pradhan Mantri Awas Yojana-Gramin(PMAY-G) to the poor whose names are enrolled in the Below Poverty Line (BPL) list in Chhattisgarh on the lines of other States and if so, the details thereof;

(b) whether the Government has released the prescribed funds for the beneficiaries whose names are in the survey list and if so, the details thereof;

(c) whether the shares of State Government is being given on time and if so, the details thereof;

(d) the total amount of funds released so far under the PMAY-G to Chhattisgarh, district- wise;

(e) the targets set and the number of houses completed, district-wise; and

(f) whether the State Government is showing apathy in providing houses to the homeless in Chhattisgarh despite the all out efforts of the Union Government and if so, the details thereof?

(a) In order to achieve “Housing for All”, the overall target is to construct 2.95 crore houses under Pradhan Mantri Awaas Yojana-Gramin (PMAY-G) in rural areas. The beneficiaries under the PMAY-G are not identified based on the Below Poverty Line (BPL) List. The beneficiaries under the scheme are identified on the basis of housing deprivation parameters and exclusion criteria prescribed under Socio Economic Caste Census (SECC) 2011. These parameters/criteria are applied both on SECC 2011 and “Awaas+” survey databases and then they are further subjected to due verification by Gram Sabha and an appellate process thereafter.

(b),(c)& (f) Under PMAY-G, the State Govt. of Chhattisgarh was allocated a target of 6,48,867 houses for 2020-21, however the State surrendered a target of 4,91,052 PMAY-G Awaas units due to financial constraints and difficulty in releasing the corresponding State share. The Ministry had allocated target of 7,81,999 houses for financial year 2021-22, however, the Ministry was compelled to withdraw the target due to the inability of the State Government to release corresponding State share to the previously released central share of funds and unsatisfactory progress of the scheme. Despite several meetings and communications from various levels in the Ministry, the State Govt. of Chhattisgarh has not shown enough progress under the PMAY-G scheme, neither has it been able to release its corresponding state share of Rs. 562 crore, despite it committing to do so.

 (d) The Central Assistance under PMAY-G is released directly to the State/UT considering the State/UT as a unit. Further release of these funds to beneficiaries is done by the respective State/UT Governments. The total Central release to State of Chhattisgarh under PMAY-G from 2016-17 to till date is Rs. 6903.38 crore. The district level data related to funds transferred to beneficiaries including state share is given in Annexure-I.

(e) The details of district-wise targets set and number of houses completed in the State of Chhattisgarh under PMAY-G is attached at Annexure-II.
