The Department of School Education and Literacy (DoSE&L), Ministry of Education today released the Performance Grading Index for Districts (PGI-D) for 2018-19 and 2019-20which assesses the performance of school education system at the District level by creating an index for comprehensive analysis.
शिक्षा मंत्रालय के स्कूल शिक्षा और साक्षरता विभाग ने आज 2018-19 और 2019-20 के लिए जिला निष्पादन ग्रेडिंग सूचकांक (पीजीआई-डी) जारी किया, जो व्यापक विश्लेषण के लिए एक इंडेक्स बनाकर जिला स्तर पर स्कूल शिक्षा प्रणाली के निष्पादन का आकलन करता है।
The Indian Education System is one of the largest in the world with about 15 lakh schools, 97 lakh teachers, and nearly 26crore students from varied socio-economic backgrounds. DoSE&L devised Performance Grading Index (PGI) for States and released report for the reference years 2017-18 to 2019-20. Based on the success of State PGI, 83-indicator based PGI for District (PGI-D) has been designed to grade the performance of all districts in school education. The data is filled by districts through online portal. The PGI-D is expected to help the state education departments to identify gaps at the district level and improve their performance in a decentralized manner. The indicator-wise PGI score shows the areas where a district needs to improve. The PGI-D will reflect the relative performance of all the districts in a uniform scale which encourages them to perform better.
भारतीय शिक्षा प्रणाली लगभग 15 लाख स्कूलों, 97 लाख शिक्षकों और विभिन्न सामाजिक-आर्थिक पृष्ठभूमि के लगभग 26 करोड़ छात्रों के साथ दुनिया में सबसे बड़ी है। स्कूल शिक्षा और साक्षरता विभाग ने राज्यों के लिए निष्पादन ग्रेडिंग सूचकांक (पीजीआई) तैयार किया और संदर्भ वर्ष 2017-18 से 2019-20 के लिए रिपोर्ट जारी की। राज्य पीजीआई की सफलता के आधार पर, जिले के लिए 83-संकेतक के आधार पर पीजीआई (पीजीआई-डी) को स्कूली शिक्षा में सभी जिलों के निष्पादन को ग्रेड प्रदान करने के लिए डिजाइन किया गया है। जिलों द्वारा ऑनलाइन पोर्टल के माध्यम से डाटा भरा जाता है। उम्मीद है कि पीजीआई-डी से राज्य के शिक्षा विभागों को जिला स्तर पर कमियों की पहचान करने और विकेन्द्रीकृत तरीके से उनके निष्पादन में सुधार करने में मदद मिलेगी। संकेतक-वार पीजीआई स्कोर उन क्षेत्रों को दर्शाता है जहां एक जिले को सुधार की जरूरत है। पीजीआई-डी सभी जिलों के सापेक्ष निष्पादन को एक समान पैमाने पर प्रदर्शित करेगा, जो उन्हें बेहतर निष्पादन करने के लिए प्रोत्साहित करता है।
The PGI-D structure comprises of total weight age of 600 points across 83 indicators, which are grouped under 6 categories viz., Outcomes, Effective Classroom Transaction, Infrastructure Facilities & Student’s Entitlements, School Safety & Child Protection, Digital Learning and Governance Process. These categories are further divided into 12 domains, viz., Learning Outcomes and Quality (LO), Access Outcomes (AO), Teacher Availability and Professional Development Outcomes (TAPDO), Learning Management (LM), Learning Enrichment Activities (LEA), Infrastructure, Facilities, Student Entitlements (IF&SE), School Safety and Child Protection (SS&CP), Digital Learning (DL), Funds convergence and utilization (FCV), Enhancing CRCs Performance (CRCP), Attendance Monitoring Systems (AMS) and School Leadership Development (SLD).
पीजीआई-डी संरचना में 83 संकेतकों में 600 अंकों की कुल भार आयु शामिल है, जिन्हें 6 श्रेणियों के तहत समूहों में रखा गया है। इन श्रेणियों को आगे 12 डोमेन में विभाजित किया गया है, अर्थात, शिक्षण परिणाम और गुणवत्ता (एलओ), एक्सेस परिणाम (एओ), शिक्षक उपलब्धता और व्यावसायिक विकास परिणाम (टीएपीडीओ), शिक्षण प्रबंधन (एलएम), शिक्षण संवर्धन क्रियाकलाप (एलईए), इंफ्रास्ट्रक्चर, सुविधाएं, छात्रों के अधिकार (आईएफ एंड एसई), स्कूल सुरक्षा और बाल संरक्षण (एसएस और सीपी), डिजिटल लर्निंग (डीएल), निधि का एकीकरण एवं इस्तेमाल (एफसीवी), सीआरसी निष्पादन में वृद्धि (सीआरसीपी), उपस्थिति निगरानी प्रणाली (एएमएस) और स्कूल नेतृत्व विकास (एसएलडी)।
PGI-D grades the districts into ten grades viz., Highest achievable Grade is Daksh, which is for Districts scoring more than 90% of the total points in that category or overall. The lowest grade in PGI-D is called Akanshi-3 which is for scores upto10% of the total points. Ultimate objective of PGI-D is to help the districts to priorities areas for intervention in school education and thus improve to reach the highest grade.
पीजीआई-डी में जिलों को दस ग्रेडों में विभाजित किया गया है, यानी उस श्रेणी में अथवा कुल मिलाकर 90 प्रतिशत से अधिक अंक प्राप्त करने वाले जिलों के लिए उच्चतम ग्रेड ‘दक्ष’ प्रदान किया जाता है। पीजीआई-डी में निम्नतम ग्रेड को आकांक्षा -3 कहा जाता है, जो कुल अंकों के 10 प्रतिशत तक के स्कोर के लिए है। पीजीआई-डी का अंतिम उद्देश्य जिलों को स्कूली शिक्षा में हस्तक्षेप के लिए प्राथमिकता वाले क्षेत्रों में मदद करना है और इस प्रकार उच्चतम ग्रेड तक पहुंच में सुधार करना है।
The PGI-D 2020-21 is presently under compilation. PGI-D 2018-19 and 2019-20 provides insight into intra State comparison of progress of School education.
