amongst officers of the Central Government holding:-

(a)(i) analogous post on regular basis; or

(ii) posts in the pay level 1 in the pay matrix(Rs.18000-
56900) or equivalent with three years regular service in
the respective grade; and

(b) possessing the qualifications and experience prescribed
for direct recruits under Column (7).
