Will the Minister of RURAL DEVELOPMENT be pleased to state:

(a) the salient features of the Self Help Groups (SHG) scheme and the current status of its implementation in the country;

(b) the funds allocated and utilized under the scheme during the last year and the current year, State/UT wise, including Gujarat;

(c) the number of people, including women and persons belonging to Scheduled Castes and Scheduled Tribes, who have benefitted under the scheme in the State of Gujarat; and

(d) the list of States that have rolled out the transaction based monitoring system for the evaluation of works done by SHGs?

(a) Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) is being implemented since 2011 in a mission mode with the objective of organizing the rural poor women into Self Help Groups (SHGs), and continuously nurturing and supporting them to take economic activities till they attain appreciable increase in income over a period of time to improve their quality of life and come out of abject poverty. The programme aims to ensure that at least one woman member from each rural poor household (about 8-10 crore) is brought into women SHGs and their federations within a definite time frame. The salient features of the DAY-NRLM are:

  • Promotion of Sustainable Institutions of the poor
  • Ensuring access to financial services
  • Promoting diversified livelihoods opportunities for the poor, in farm and non- farm sectors
  • Promotion of Skill Development and Access to Jobs
  • Promotion of Social Inclusion and Human Development

DAY-NRLM has a provision for providing Revolving Fund (RF) at the rate of Rs.10,000- 15,000 per SHG and Community Investment Fund (CIF) to the extent of Rs.2,50,000 per SHG. These funds  remain  with the SHGs and their federations in perpetuity and  are utilized to provide loans to their members to undertake socio-economic activities as per micro-credit/investment plans.

As on 31st  January 2021, DAY-NRLM is being  implemented  in 6360 blocks  of 691 districts across all States and Union Territories (UTs) (except Delhi and Chandigarh). A total of 7.35 crore rural households are mobilised into 66.65 lakh Self Help Groups (SHGs) and further federated into 3.87 lakh Village Organisations (VOs) and 33,587 Cluster Level Federations (CLFs). A  total of Rs.12,595.88 crore of capitalisation support(Revolving Funds and Community Investment Funds) has been provided to SHGs and theirfederations towards extending credit to SHG Members.

(b) The funds allocated and utilised under NRLM during the last year and the current year, State/UT wise including Gujarat is provided at Annexure.

(c) As on 31st January, 2021 a total of 25,04,789 women have been mobilized into 2,44,360 SHGs in Gujarat under DAY-NRLM which includes more than 3.08 lakh women belonging to Scheduled Castes and more than 7.97 lakh women belonging Scheduled Tribes.

(d) As on March, 2021, 26 States/UTs have initiated the transaction based monitoring system rolled out by DAY-NRLM. A total of 9.26 lakh SHGs have been using this system for real- time monitoring. The States/UTs that have initiated the transaction based monitoring system are Arunachal Pradesh, Assam, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Karnataka, Kerala, Lakshadweep, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Puducherry, Punjab, Sikkim, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand and West Bengal.
