क्या वित्त मंत्री यह बताने की कृपा करेंगे कि

 Will the Minister of Finance be pleased to state:

(क) क्या केन्द्र सरकार के कर्मचारियों/पेंशनभोगियों के महंगाई भत्ते को जुलाई 2021 तक रोके जाने के कारण उन्हें कठिनाइयों का सामना करना पड़ रहा है; 

a) whether freezing of Dearness Allowance (DA) to Central Government employees/pensioners till July, 2021 has subjected them to undue hardship;

(ख) यदि हां, तो केन्द्र सरकार के कर्मचारियों/पेंशनभोगियों के महंगाई भत्ते को जुलाई 2021 से पहले बहाल नहीं किए जाने के क्या कारण हैं; और
b) if so, the reasons for not restoring DA to Central Government Employees and pensioners before July, 2021; and

(ग) क्‍या केन्द्र सरकार के कर्मचारी और पेंशनभोगी महंगाई भत्ते की तीन किस्तों के लिए पात्र नहीं हैं और यदि हां, तो क्‍या सरकार इन किस्तों को भी जारी करेगी, यदि नहीं, तो इसके क्‍या कारण हैं?

c) whether Central Government employees and pensioners are not entitled to three installments of DA and, if so, whether Government would also release these installments and, if not, reasons therefor?

(क) और (ख) कोविड-19 महामारी से उत्पन्न संकट को देखते हुए, सरकार ने 01.01.2020, 01.07.2020 और 01.01.2021 से केन्द्र सरकार के कर्मचारियों और पेंशनभोगियों को महंगाई भत्ता और महंगाई राहत की देय तीन किस्तों को रोकने का निर्णय लिया है। इससे बचाई गई 37530.08 करोड़ रुपए की राशि से कोविड-19 महामारी से पड़ने वाले आर्थिक प्रभाव से निपटने में मदद मिलेगी।

(a,& b) In view of the crisis arising out of COVID-19 pandemic, the Government has decided to freeze three installments of Dearness Allowance and Dearness Relief to Central Government employees and pensioners due from 01.01.2020, 01.07.2020 & 01.01.2021. The amount Rs.37530.08 crores saved on this account will help to tide over the economic impact of COVID-19 pandemic

(ग) जब कभी 01.07.2021 से देय महंगाई भत्ते की आगामी किस्ते जारी करने का निर्णय लिया जाएगा, 01.01.2020, 01.07.2020 और 01.01.2021 से प्रभावी महंगाई भत्ता की दरों को प्रत्याशित प्रभाव से बहाल किया जाएगा और 01.07.2021 से प्रभावी संचयी संशोधित दरों में मिला दिया जाएगा।

(c) As and when the decision to release the  future installments of Dearness Allowance due from 01.07.2021 is taken, the rates of DA as effective from 01.01.2020, 01.07.2020 and 01.01.2021 will be restored prospectively and will be subsumed in the cumulative revised rates effective from 01.07.2021.
