The link for registration Ire- registration and payment  of examination fee shall be available from 10.03.2021 to 09.04.2021 (Note: 16.04.2021 is the last date for submission of Registered Online Application) for recruitment to 82 (Eighty Two) posts of Dental Surgeon in Group-A (Junior Branch) of Odisha Medical & Health Services Cadre under Health & Family Welfare Department in the pay scale of Level-12 Cell 1 of ORSP Rules, 2017 with usual dearness and  other allowances as may be sanctioned by the Government of Odisha from time to time. The posts are temporary and likely to be made permanent.

(b) Exchange of reservation between Scheduled Caste and Scheduled Tribe will not be considered in the event of non-availability of eligible  and suitable S.C./S.T. candidates .

(c) The number of vacancy to be filled up on the basis of this recruitment is subject to change by Government without notice, depending upon the exigencies of public service at the discretion of the State Government.

3. AGE: A candidate must have attained the age of 21(twenty one) years and must not be above the age of 32 (thirty two) years on the 1st day of January 2021 i.e. he/she must have been born not earlier than 2″d January 1989 and not later than 1st January 2000.

The upper age limit prescribed above shall be relax-able by 5 (five) years for candidates belonging to the categories of Scheduled Castes (S.C.), Scheduled Tribes (S.T.), Women & Ex-servicemen and by 10 (ten) years for candidates belonging to PWD category, whose permanent  disability  is 40%  and  more.

Persons with Disabilities belonging to SC/ST categories are eligible for age relaxation benefit of lS(Fifteen) years.

Provided further that, the upper age limit shall be relaxed up to S(Five) years in case of in-service Doctors serving under State Government or State Government undertaking on ad hoc or contractual basis.

SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.

Date of birth entered in the High School Certificate or equivalent certificate issued by the concerned Board/Council will only be accepted by the Commission.

 4. EDUCATIONAL  QUALIFICATION:

 A candidate must:-

  • have possessed a BDS or equivalent Degree from a Medical College or Medical Institution recognized by the Dental Council of India (DCI);
  • have possessed a Registration Certificate under the Dentist Act, 1948;
  • have possessed required Conversion Certificates recognized by Dental Council of India (DCI) in case of candidate having degrees from universities of foreign countries.

5. EXAMINATION FEE: A candidate is required to pay non-refundable and non-adjustable fee of Rs. 500/- (Rs. Five hundred) only. Candidates belonging to Scheduled Caste/ Scheduled Tribe of Odisha and Persons with Disability (whose permanent disability is 40% and more) are exempted from payment of this fees.

The candidates are required to make Online payment of applicable Examination Fee(s) through OPSC portal using Debit Card/Credit Card /Net Banking facilities and other financial instruments enlisted in the Payment Page/Gateway of the Odisha Government Treasury Portal. The fee(s) paid shall neither be refunded under any circumstances nor can be adjusted or held in reserve for any other examination or recruitment.

6. METHOD OF SELECTION: The selection of candidates for recruitment to the post of Dental Surgeon will be made as per the guidelines as enumerated in Odisha Medical Services (Method of Recruitment and Conditions of Services of Dental Surgeons) Rules, 2013 i.e. on the basis of Career Marking & Written Test.

Weightage  of  30%  shall  be  given  to  career  marking  and  70% to written  test  and  the details are mentioned below:-

(A) Career marking will be made in the following  manner, namely: –

  • Marks secured in 10th class examination – 10 %;
  • Marks secured in 12th class examination – 10  %;
  • Marks secured in Bachelor of Dental Surgery examination -10 %

(B) Written test will be conducted  in the following  manner:-

  • Total marks in written test – 200;
  • Total No. of questions is 200 which shall be of Multiple Choice Questions (MCQ)  pattern;
  • No negative marking for wrong answers;
  • Qualifying  mark  –  50%  for  UR  &  SEBC,  45%  for  PWD  and  40%  for SC/ST in aggregate taking together both career and written test mark;
  • Duration of Examination – 3 hours;
  • Syllabus – As per Dental Council of India (DCI) Syllabus of BDS;

The Commission  shall prepare a list of candidates in order of merit on the basis of career marking and written test which shall be equal to the number of advertised vacancies;

Provided that, if two or more candidates secure equal marks, then the candidate securing higher marks in BDS Examination shall find place above the other in the merit list. In case marks obtained in BDS Examination is also the same, the candidate older in age shall be placed above the younger.

7. PLACE OF EXAMINATION

The written examination for the post of Dental Surgeon will be held at Cuttack only. The programme of examination shall be notified well in advance.

8. OTHER ELIGIBILITY CONDITIONS:

(i) The candidate must be a citizen of India;

(ii) The candidate must be of (a) good moral character, and (b) good mental condition and bodily health, good physique and active habits and free from organic defects or bodily infirmity   so as not to create an impairment in the due discharge of duties;

(iii) The candidate must be able to reaq, write and speak Odia; and must have –

  • (a) passed Middle English School examination in Odia as a language subject; or
  • (b) passed  Matriculation  or  equivalent  examination  with  Odia  as  medium  of examination in non-language subject; or
  • (c) passed in Odia as language subject in the final examination of Class – VII or above; or
  • (d) passed  a test in Odia in Middle English  School  standard  conducted  by  the Department dealing with the matters.

(iv) A candidate, who has more than one spouse living, will not be eligible for appointment unless the State Government has exempted his/her case from operation of this limitation for any good and sufficient reasons;

(v) Government servants, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit as provided under Para 3 & 4 of the Advertisement. They must submit No Objection Certificate issued by the competent authority during document verification.

(vi) If a candidate has at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or U.P.S.C. from appearing at any examination  I viva voce test, he/she will not be eligible for such recruitment for that specified period I chance(s) ;

(vii) Only those candidates, who possess the requisite qualifications, are within the prescribed age limit and fulfill other eligibility conditions etc. by the closing date for submission of online application form, will be considered eligible;

(viii) A candidate who claims change in his/her name after having passed the H.S.C. examination, is required to furnish copy of publication of the changed name in the local leading daily newspaper as well as copy of notification in the Gazette in support of his/her change of name;

(ix) Every candidate selected for  appointment shall be examined by the Medical Board. A candidate, who does not satisfy the requirement after medical examination, shall not be appointed;

(x) Every candidate selected by the Commission for appointment to the service shall serve minimum 3 (three) years in the KBK, KBK(+) or in any tribal sub-plan area and the period of service may be in any one areas taken together as the case may be.

(xi) Every such candidates after serving 3 (three) years in above areas shall serve the next 3 (three) years in rural areas;

(xii) Candidates who do not join the places on their posting in Tribal Backward/ Rural areas shall be permanently debarred from joining service under the  State Government and bond amount as executed by the candidate at the time of admission in BDS will be recovered.

9. OTHER  CONDITIONS:

(i) At present, only the online applications are invited from candidates for admission to the written examination. After completion of written examination, the candidates who will qualify in the written examination will be required to submit the printout/hard copy of online application form, along with the photocopies of the other documents as stated under the Para – 10 of this advertisement and originals of the same on the date of document verification which will be declared later on in due course;

(ii) A candidate found guilty of seeking support for his/her candidature by offering iliegal gratification or applying pressure on any person connected with the conduct of the recruitment process or found indulging in any type of malpractice in course of the selection or otherwise, shall, in addition to rendering  himself/herself  liable to criminal prosecution, be disqualified not only for the recruitment for which he/she is a candidate, but also may be debarred, either permanently or for a specified period, from any recruitment or selection to be conducted by the Commission;

(iii) The provisions of the Odisha Conduct of Examination Act 1988 (Odisha Act – 2 of 1988) are applicable to the examination conducted by the Odisha Public Service Commission;

(iv) Applications submitted to OPSC if found to be incomplete in any respect, are liable for rejection without entertaining any correspondence with the applicants on that score;

(v) Admission to Examination will be provisional. If on verification at any stage before or after the Examination it is found that a candidate does not fulfil all the eligibility conditions, his/her candidature will be liable to rejection. Decision of the Commission in regard to eligibility or otherwise of candidate shall be final;

(vi) This advertisement should not be construed as binding on the Government to make appointment;

(vii) Concessions meant for S.C. & S.T. by Birth are admissible to the Scheduled Caste and Scheduled Tribe of Odisha only;

(viii) Candidates are required to take due care to annex with the copy of the printout/ hard copy of Online Application, the copies of ce1iificates and other requisite documents as stated under Para-10 of this Advertisement;

(ix) All persons appointed under the Government of Odisha on or after 151 January, 2005 shall not be eligible for pension as defined under sub-rule(l ) of Rule-3 of the Odisha Civil Service (Pension) Rules, 1992; but shall be covered by the new structured defined Contribution Pension Scheme in accordance with the Odisha Civil Services (Pension) Amendment Rules, 2005;

(x) Any misrepresentation or suppression of information by the candidate in the application form will result in cancellation of his/her candidature or penalty, as decided by the Commission;

(xi) Mere empanelment in the select list shall not confer any right for appointment unless the Government is satisfied after making such enquiry as may be deemed necessary that the candidate is suitable in all respects for appointment to the service;  ………….. Read More
