CHAPTER – 1

THE ADMISSION OF THE STUDENTS TO THE INSTITUTE
(SECTION-34 (A) OF IIPE ACT, 2017)

Bachelor in Technology
1. The  Institute  shall  plan  and  organize  the  courses:  Bachelor  in  Technology  (B.Tech.),  Master  in Technology (M.Tech), Masters in Science (M.Sc), Specialised Domain Specific and Doctoral programmes.

1.1 Bachelor in Technology (B. Tech.).

1.2 The admission to B. Tech. Programmes shall be made once in a year in July through Joint Entrance Examination(JEE) Advanced Ranking, conducted on an All India Level / Basis by IITs.

1.3 The candidates, seeking admission in B. Tech. programmes, shall fulfill the following criteria in addition to the rank in the merit list of Joint Entrance Examination (JEE) Advanced of the respective year. Candidates should have passed intermediate with Science Subjects or 10+2 (PCM) or equivalent examination with minimum 75% marks in aggregate (65% marks in case of students SC/ST &PWD categories).

1.4 How to apply: All candidates fulfilling the criteria as mentioned in Paras – 1.2 & 1.3 above shall apply online at ‘www.iipe.ac.in’ after making the payment of Application Fee on giving advertisement by the Indian Institute of Petroleum and Energy (IIPE) separately.

2. M. Tech./Ph.D. Admission

Indian Institute of Petroleum and Energy is an “Institute of National Importance” established under the Act of Parliament to deliver the trained man power and provide all the facilities to pursue cutting edge research in the domain areas of Petroleum and energy. The institute enrolls M.Tech. students in the branches of Chemical and Petroleum Engineering in the first semester of each academic year. The enrollment for Ph.D. programmes in various branches of Sciences and Engineering is generally taken up at the beginning of both the semesters in an academic year.

The eligibility criteria for admission into M.Tech. and Ph.D. programmes is similar to that adopted by the “Indian Institutes of Technology” (IITs) and other premier institutions in India.

2.1 Eligibility for M.Tech programme in “Chemical Engineering”:

A 4-year B.Tech./B.E. degree in Chemical Engineering with a first class or minimum 60% marks or 6.0 CPI (55% marks or 5.5 CPI for SC/ST students) in the qualifying exam and a valid GATE Score.

2.2 Eligibility for M.Tech. programme in “Petroleum Engineering”:

A 4-year B.Tech. / B.E. degree in Petroleum/ Petrochemical/ Chemical/ Electrical/ Mechanical/  Industrial and Manufacturing Engineering / Civil Engineering with a first class or minimum 60% marks or 6.0 CPI (55% marks or CPI for SC/ST students) in the qualifying exam and with a valid GATE score.

For sponsored candidates, valid GATE score is not mandatory. However, the candidate shall submit a no-objection certificate, leave approval for appropriate period, financial approval for tuition fee and contingency for four semesters from the sponsoring organization at the time of interview.

2.3 The eligibility criteria for Ph.D. programme is as follows: One, out of the following in appropriate subject areas:

  • First class or 60% marks (55% marks for SC/ST/PH) / CGPA or CPI of 6.0 in Master’s Degree in relevant Engineering / Technology (M.E./M.Tech.) or equivalent and qualified score of GATE exam, taken before or after M. Tech degree is offred by the qualifying Institute / University.
  • First class or 60% marks (55% marks for SC/ST/PH) / CGPA or CPI of 6.0 in Bachelor’s Degree in relevant Engineering / Technology and a valid GATE score.
  • First class or 60% marks (55% marks for SC/ST/PH)/CGPA or CPI of 6.0 in Master’s degree in relevant discipline and a valid score of GATE / CSIR-NET / UGC-NET / NBHM / DBT / GPAT / Rajiv Gandhi National Fellowship / Maulana Azad National Fellowship / DST Inspire Award or any similar Fellowship.

 3. Sponsored Category:

  • These candidates are sponsored by recognized corporations or R&D organizations for  taking  up research work at the Institute on a full time/part time basis. Candidates are expected to be released for full time/part time research work at the Institute with full pay for a minimum period of three years (full time)/one year (part time). They will not receive any financial support from the Institute. A candidate working in an R & D Establishment and desiring to do research at his/her parent institution must also provide detailed information about the research facilities and the infrastructure available for carrying out research at his/her organization and a shall submit a certificate that these would be available to him/her for carrying out such research. The candidate has to furnish his/her employer’s consent at the time of interview. The candidate under a sponsorship category is not required to have GATE/NET qualification. This is not mandatory.
  • The admission process starts with the announcement of admission into M.Tech. and Ph.D. programmes notified through the Institute website. The announcement for admission to various M.Tech./Ph.D. programmes is published in Employment News & various newspapers all over India through publication in National dailies and leading newspapers of different regions of the country.
  • A shortlist of applicants qualifying all the selection criteria is prepared by the respective Departments.
  • The shortlisted candidates are called for a written test followed by Viva-Voce at the Institute.
  • A final merit list of the candidates is prepared by assigning suitable weightage to the previous qualifying examination (B. Tech, M.Tech.), GATE score, marks obtained in the written test and Viva- Voce. Separate merit lists are prepared for the candidates belonging to the General Category, Scheduled Caste Category, Scheduled Tribe Category, OBC Category and Physically Handicapped Category as per the admission criteria.
  • Reservation of seats for the students of various categories is as per the guide lines issued by Government of India.
  • All SC/ST/OBC candidates shall submit certificates in respect of their claims from the competent authority as notified by the Government for the purpose from time to time.
  • The Physically Handicapped candidates shall submit a certificate from authorized Medical Doctors / Hospitals indicating the extent and degree or percentage of physical disability. The percentage of disability is duly verified by the Chief Medical Officer/Medical Board of the Institute before the offer of benefit is extended to the candidate.
  • An intimation will be sent to the selected candidates in each category and he/she has to be present on the date of registration at the Institute with registration fee in the form of a Bank Draft, originals of all marks sheets and certificates. The candidates, who fail to appear for the registration process without prior intimation and approval are deemed to have withdrawn from the programme and that seat will be allotted to the next waitlisted candidate in the merit list.

CHAPTER 2

THE RESERVATION FOR THE SCHEDULED CASTES (SC), SCHEDULED TRIBES (ST) & OTHER CATEGORIES OF PERSONS

(SECTION-34 (B) OF IIPE ACT, 2017)

2.1 In  admission  to Undergraduate, Postgraduate, Doctoral programmes  and  all  such  other  courses  of the Institute, seats shall be reserved for the candidates of Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs-Non Creamy Layer), EWS and Persons with Disabilities (PWDs) who fulfill the minimum eligibility criteria as stated above as per the norms of Government of India

2.2. The seats in Undergraduate, Postgraduate and Doctoral programmes shall be reserved as per  the  norms issued by the Government of India, which is as under:

(a) Scheduled Castes (SCs) : 15%

(b) Scheduled Tribes (STs) : 7.5%

(c) Other Backward Classes (OBCs- NCL) : 27%

(d) Persons with Disabilities (PWD) (Horizontal) : 3%*

*The reservation is distributed horizontally in overall category.

And any other reservation as enacted by the Government of India, from time to time including EWS 10% and supernumery seats for female candidates will be applicable.

2.3 The merit list for admission to all programmes shall be published separately for each branch by allocating seats to the candidates of reserved categories as mentioned in para-2.2 above.

2.4 It is mandatory that the candidate of SCs/STs/OBCs/PWD shall mention their category at the time of submission of the application form in the prescribed format and  produce the original Caste Certificate of the respective reserved category issued by the competent authority at the time of counselling.

2.5 The candidates of reserved categories shall submit the certificates in original issued from an approved District Authority stating the category of Scheduled Caste/Scheduled Tribe / Other Backward Class, to which the candidate belongs. A list of approved authorities from which the respective category certificates can be procured by the candidates is given below:

(a) District Magistrate/ Additional  Magistrate/ Deputy Commissioner / Collector /Additional Deputy Commissioner/Deputy Collector /1st Class Stipendiary Magistrate / City Magistrate (not below the rank of 1st Class Stipendiary Magistrate), Sub-Divisional Magistrate/Taluka Magistrate/ Executive Magistrate / Extra Assistant Commissioner.

(b) Revenue Officer not below the rank of Tehsildar.

(c) Sub-Divisional Officer of the area where the candidates and/ or his/her family normally resides.

(d) Administrator/ Secretary to Administration/ Development Officer (Laccadive & Minicoy Islands).

2.6 It is mandatory that the candidate seeking admission under Reserved categories/classes shall produce the caste/category certificate in his/her name at the time of counselling. The certificate in the name of either of the parents (Mather/Father) shall not be acceptable.

2.7 The validity of OBC-NCL certificate would be 1 year (Office Memorandum dated 31st March 2016 issued by DoPT), hence, candidates belonging to this category shall produce OBC-NC certificate, issued by competent authority in the same financial year.

2.8 A certificate shall be issued to Persons with Disabilities by a duly notified Medical Board of a District/ Government Hospital set up for examining the physically challenged candidates under the provision of the Persons with Disability (Equal Opportunities, Protection of Rights and Full Participation) Act 1995.

2.9 The certificate of PWDs shall indicate the extent of (i.e. percentage of) the physical handicap, it should bear the photograph of the candidate concerned, and one of the Doctors of the consulting Board, issuing the certificates, should countersign it.

2.10 The 3% reservation to Differently Abled Persons (PwD) is distributed horizontally over all category and shall not be considered for less than 40% of disabled person.
