STARS Scheme under National Education Policy 2020 Approved by Central Govt. 

Central government has approved the implementation of a new STARS Scheme under National Education Policy (NEP) 2020. STARS stands for Strengthening Teaching-Learning and Results for States project. The Union Cabinet chaired by Prime Minister Narendra Modi has decided to launch STARS Project with a total project cost of Rs 5718 crore. Out of this total amount, World Bank will also provide support amounting to approx. Rs. 3700 crore.

The new concept of STARS Scheme under NEP 2020 would be implemented as a centrally sponsored scheme. The implementation would be under the education ministry’s department of school education and literacy. It would involve setting up of a National Assessment Centre, PARAKH as an independent and autonomous institution.

Contingency Emergency Response Component (CERC) in STARS Project

The STARS Scheme includes a Contingency Emergency Response Component (CERC). This component of STARS Project will help the government in responding to situations which leads to the following:-

  • Loss of learning such as school closures
  • Damage to infrastructure
  • Inadequate facilities at School
  • Use of technology to facilitate remote learning

The CERC component of STARS Project would facilitate the rapid re-categorization of financing and the utilization of streamlined financing request procedures.

States to be Covered in STARS Scheme under NEP 2020

The identified states under STARS Scheme will be supported for various interventions for improving the quality of education. The STARS Scheme will covers 6 Indian States whose name are as follows:-

  • Himachal Pradesh
  • Rajasthan
  • Maharashtra
  • Madhya Pradesh
  • Kerala
  • Odisha

Along with STARS Project, the central govt. is envisaged to implement a similar ADB funded project in 5 states namely Gujarat, Tamil Nadu, Uttarakhand, Jharkhand and Assam. All the states will partner with one other state for sharing their experiences and best practice.

Objectives of STARS Scheme

The STARS Scheme aims to support the states in developing, implementing, evaluating and improving interventions with direct linkages. This will help in improving education outcomes and school to work transition strategies for improved labour market outcomes. At the state level, STARS Scheme will focus on the following things:-

  • Strengthening early childhood education and foundational learning
  • Improving learning assessment systems
  • Strengthening classroom instruction and remediation through teacher development and school leadership.
  • Strengthening vocational education.

The overall focus and components of the STARS project are aligned with the objectives of National Education Policy (NEP) 2020 of Quality Based Learning Outcomes. The STARS project will help in strengthening the Education Ministry’s national data systems and strengthening of learning assessment systems.

STARS Scheme as Part of Atmanirbhar Bharat Abhiyan

The STARS Scheme aims to focus on various initiatives as a part of Atmanirbhar Bharat Abhiyan which are as follows:-

  • PM e-Vidya
  • Foundational Literacy and Numeracy Mission
  • National Curricular and Pedagogical Framework for Early Childhood Care and Education

Some of the measurable outcomes of the project are increase in students achieving minimum proficiency in grade 3 language, improvement in secondary school completion rate, improvement in governance index scores etc.
