Will the Minister of CONSUMER AFFAIRS, FOOD AND PUBLIC DISTRIBUTION be pleased to state:

(a) the details of percentage of households covered under Food Security Scheme in the State of Telangana, district-wise;

(b) the details of funds allocated and released for the said scheme during the last five years to the State of Telangana, year-wise;

(c) the details of funds not utilised by the State Government, year-wise;

(d) whether it is true that the percentage of households covered under the Food Security Act in the State of Telangana is very low as compared to the target fixed;

(e) if so, the reasons therefor; and

(a): The National Food Security Act, 2013 (NFSA) provides for coverage of 60.96% of the rural and 41.14% of the urban population of Telangana, which at Census, 2011 population work out to 191.70 lakh persons. The Act is being implement4d in the State of Telangana w.e.f. October, 2015. Presently, 191.62 lakh beneficiaries are identified for receiving highly subsidized foodgrains under the Act. A statement showing the details of district-wise households and Food Security Card in Telangana State as forwarded by the State Government are at Annexure-1.
(b): Telangana is a Decentralized Procurement (DCP) State. There is no State specific allocated fund under Food Subsidy to DCP States under NFSA. Food Subsidy is released to DCP States on basis of claims submitted by States to this Department. Under this scheme, the fund released to State Government of Telangana during the last five years is at Annexure-11.

Central Government also provides Central assistance to States/UTs under NFSA for meeting expenditure on intra-State movement and handling of foodgrains and fair price shop dealers’ margin as per approved norms. A statement indicating the funds released to State Government of Telangana under this schemeis at Annexure-11.

(c): As pel’ the State Government of Telangana, the entire funds released by Cent..-al Government have been utilized.

(d): The coverage under NFSA for the State of Telangana is 191.70 lakh persons. Presently, 191.62 lakh beneficiaries under NFSA have been identified by the State Government, which is approx 99.96% of the intended coverage. Hence, present coverage under NFSA is not low as compared to intended coverage.

(e): Question does not arise.

(f): There is no such proposal under consideration.
