Haryana Mukhyamantri Doodh Uphar Yojana  हरयाणा मुख्यमंत्री दूध उपहार योजना 
Mukhyamantri Doodh Uphar Yojana is going to be launched by the Haryana government led by CM Manohar Lal Khattar on 5 August 2020. In this मुख्यमंत्री दूध उपहार योजना, the state govt. will provide free fortified milk to children, pregnant women and lactating mothers. Moreover, a new Mahila Evam Kishori Samman Yojana would also be launched through video conferencing. In that महिला एवं किशोरी सम्मान योजना, free sanitary napkins would be distributed to women / girls belonging to below poverty line (BPL) category in villages.
Mukhyamantri Doodh Uphar Yojana
The main purpose of Haryana Mukhyamantri Dudh Uphar Yojana (CM Free Milk Gift Scheme) is to improve nutrition levels in kids, pregnant women & lactating mothers. Each of the beneficiary women and children who comes to anganwadi centres will now get 200 ml fortified milk.
The state govt. will focus on eradication of malnutrition and promote nutrition level so as to make the future generation healthy. Haryana govt. is laying special emphasis on health as it has been the core issue of the world amid COVID-19 pandemic outbreak.

Haryana Mukhyamantri Doodh Uphar Yojana (मुख्यमंत्री दूध उपहार योजना) 2020

The state govt. of Haryana will start a new Mukhyamantri Doodh Uphar Yojana to improve nutrition level in children and mothers. All those kids, pregnant women and lactating mothers who comes to anganwadi centres will now get 200 ml fortified skimmed milk powder. In the CM Milk Gift Scheme, children and women will now get free milk for 6 days in a week.
Flavours of Milk in Haryana Mukhyamantri Dudh Uphar Yojana
The milk to be given to the children, pregnant women and lactating mothers will now come in 6 flavours. It would include the following flavours which are listed below:-
  • Chocolate (चॉकलेट)
  • Rose (गुलाब)
  • Cardamom (इलाईची)
  • Vanilla (वनीला)
  • Plain (प्लेन)
  • Butterscotch (बटरस्कॉच)
Major Beneficiaries of CM Milk Gift Scheme

With the implementation of this CM Milk Gift Scheme (मुख्यमंत्री दूध उपहार योजना), around 9.03 lakh children between the age of 1-6 years would be benefited. Moreover, around 2.95 lakh pregnant women and lactating mothers would be benefited. The fortified milk would be distributed for a minimum of 300 days in a single year.
Haryana Mahila Evam Kishori Samman Yojana 2020

In the Haryana Mukhyamantri Mahila Evam Kishori Samman Yojana 2020, free sanitary napkins would be given to BPL girls and women b/w 10 to 45 years of age. Anganwadi workers will deliver free sanitary napkins to beneficiaries at their home. In the Haryana state, there are 11,24,871 BPL families. In order to provide sanitary napkins to each girl in these village families, Rs. 39.80 crore amount has been allocated.
Eligibility Criteria for Free Sanitary Napkins Distribution Scheme in Haryana

The eligibility criteria of the Haryana Free Sanitary Napkin Distribution Scheme is given below:-
  • She must be a permanent resident of the Haryana state.
  • She must belong to the Below Poverty Line (BPL) category.
  • The maximum age of the women must not exceed 45 years.
  • The minimum age of the girl must not be less than 10 years.
Girl / Women must be residing in any of the village within the jurisdiction of the Haryana governement.
With this scheme, the state govt. is focusing on promoting menstrual hygiene among women and even protect environment with the use of biodegradable pads.
National Family Health Survey 4 – Reports

According to the reports of National Family Health Survey-4 conducted in FY 2015-16, approx. 58% young women b/w age group of 15 to 24 years still use cloth for menstrual protection. NFHS-4 also reveals that 42% young women uses sanitary napkins out of which around 16% women uses pads which are manufactured locally.
Moreover, around 78% women in urban areas use hygienic sanitary napkins while only 48% women in rural areas uses clean sanitary napkins. So, there is a great need to ensure that the rural women also uses sanitary pads to prevent them from diseases. Furthermore, all the sanitary pads available in market are non-biodegradable and causes harm to the environment in contrast to these sanitary napkins which are bio-degradable.
गर्भवती महिलाओं, उनके बच्चों एवं स्तनपान कराने वाले महिलाओं के लिए सबसे जरुरी हैं उन्हें अच्छा पोषण मिले, और इसके लिए जरूरी होता हैं दूध. क्योकि दूध में विभिन्न तरह के पोषक तत्व पाए जाते हैं. इन महिलाओं एवं उनके बच्चों को पोषण प्रदान करने के लिए हरियाणा सरकार एक योजना का शुभारंभ करने जा रही हैं जिसका नाम है ‘मुख्यमंत्री दूध उपहार योजना’. इस योजना को कल यानि अगस्त महीने की 5 तारीख को लांच किया जाना है. इसके तहत ऐसी महिलाओं को पोषण युक्त दूध वितरित किया जायेगा जोकि गरीब है, एवं उनकी आर्थिक स्थिति बेहतर नहीं है. ऐसी लाभार्थी महिलाएं अपने लिए एवं अपने बच्चे के लिए कहां से दूध प्राप्त कर सकती हैं।

मुख्यमंत्री दूध उपहार योजना की विशेषताएं
  • योजना का उद्देश्य :- हरियाणा राज्य सरकार इस योजना को शुरू करके महिलाओं एवं उनके बच्चों को सुपोषित करना चाहती हैं. अतः उनमें पोषण का स्तर बेहतर करने के उद्देश्य को पूरा करने के लिए इस योजना को लांच किया जा रहा है। 
  • दी जाने वाली सुविधा :- इस योजना में राज्य सरकार की ओर से लाभार्थियों को कम से कम 200 मिली लीटर फोर्टीफाइड स्किम्ड दूध मुफ्त में प्रदान किया जाने वाला है। 
  • योजना से लाभ :- इस योजना के लांच होने का सबसे बड़ा लाभ यही है कि राज्य में कुपोषण को जड़ से खत्म करके भविष्य की पीढ़ी को स्वस्थ बनाया जा सकेगा एवं इस योजना से पोषण स्तर को भी बढ़ावा मिलेगा। 
  • दूध मिलने का समय :- इस योजना के तहत लाभार्थी महिलाओं एवं बच्चों को दूध सप्ताह में 6 दिन 6 अलग – अलग फ्लेवर्ड में प्रदान किया जायेगा. यह एक साल में कम से कम 300 दिन के लिए वितरित किया जायेगा। 
  • कुल लाभार्थी :- इस योजना में मुफ्त में दूध लगभग 9.03 लाख बच्चों को एवं 2.95 गर्भवती महिलाएं एवं स्तनपान कराने वाली महिलाओं को दिया जायेगा.
मुख्यमंत्री दूध उपहार योजना के तहत दिया जाने वाला फ्लेवर्ड मिल्क
इस योजना के तहत लाभार्थियों को जिन 6 अलग – अलग फ्लेवर में दूध हफ्ते के 6 दिन प्रदान किया जायेगा, वे इस प्रकार हैं 
  • चॉकलेट
  • गुलाब
  • इलायची
  • वनीला
  • प्लेन
  • बटरस्कॉच आदि.

मुख्यमंत्री दूध उपहार योजना में पात्रता मापदंड
  • हरियाणा के निवासी :- इस योजना के तहत हरियाणा में रहने वाली महिलाओं एवं उनके बच्चों को मुफ्त में दूध प्रदान किया जायेगा। 
  • बीपीएल परिवार :– इस योजना में लाभार्थी बीपीएल श्रेणी यानि गरीबी रेखा से नीचे वाले होंगे। 
  • बच्चों की पात्रता :- इस योजना में शामिल होने वाले बच्चों के लिए उम्र पात्रता निर्धारित की गई हैं जोकि 1 से 6 वर्ष है. इस आयु समूह के बच्चों को इसका लाभ मिलेगा। 
  • महिलाओं की पात्रता :- हरियाणा राज्य की ऐसे महिलाएं जोकि गर्भवती हैं एवं स्तनपान कराने वाली महिलाएं हैं उन्हें इसका लाभ प्रदान किया जायेगा.
मुख्यमंत्री दूध उपहार योजना में दूध प्राप्त करने के लिए आवेदन कैसे करें

हरियाणा राज्य सरकार द्वारा शुरू की जा रही हैं इस योजना के तरह लाभार्थी महिलाओं एवं बच्चों को दूध का वितरण उनके क्षेत्र के आंगनवाड़ी केंद्र के द्वारा प्रदान किया जायेगा. आंगनवाड़ी कार्यकर्ता लाभार्थियों के घर में जाकर उन्हें दूध प्रदान करेंगे. इसके पहले लाभार्थियों की जानकारी आंगनवाड़ी कार्यकर्ता उनके घर – घर जाकर प्राप्त करेंगे. जो जो इसके पात्र होंगे उन्हें ही मुफ्त में दूध प्रदान किया जायेगा.
अतः इस योजना को राज्य सरकार कॉविड – 19 महामारी के प्रकोप के चलते स्वास्थ्य पर विशेष ध्यान केंद्रित करने के लिए शुरू कर रही है. ताकि बच्चे स्वस्थ पैदा हो और उन्हें बचपन से ही पोषण युक्त आहार मिले. जिससे वे कोरोना वायरस जैसी किसी भी महामारी से आसानी से लड़ सकें.
