Will the Minister of HOUSING AND URBAN AFFAIRS be pleased to state:

(a) the number of persons belonging to weaker section in the State of Bihar who have been allotted houses under various schemes during the last three years;

(b) the number of persons in Bihar who are deprived of housing facility at present;

(c) the various efforts being made to provide housing facility to all the persons in Bihar by the year 2022; and

(d) the extent of success achieved by the Government as a result thereof?
ANSWER

(a)  The details of number of houses sanctioned, grounded, completed and occupied by persons belonging to weaker section in the State of Bihar during the last three years under various schemes are at Annexure.

(b) to (d)  ‘Land’ and ‘Colonisation’ are State subjects and therefore, it is the responsibility of the State/ Union Territory (UT) Governments to frame policies and implement schemes for housing facility. However, the Government of India through its programmatic intervention has been assisting States/UTs both technically and financially to address their housing shortages. In pursuance to Government of India’s vision of facilitating Housing for All by 2022, the Ministry of Housing and Urban Affairs has been implementing PMAY-U Mission since June 2015 to provide Central Assistance to States/UTs for providing all weather pucca houses to all eligible urban households. The Ministry has requested the State/UT Governments to submit project proposals of remaining housing demand by March 2020 to fulfill the vision of ‘Housing for All’ by 2022.

So far, against the validated demand of 5.65 lakh houses in the State of Bihar, 3.13 lakh houses with Central Assistance of Rs. 4,867 crore have been sanctioned under PMAY-U Mission. Rs. 1,612 crore has been released against sanctioned Central Assistance and a total of 1.53 lakh houses have been grounded, of which 67,641 are completed and delivered in the State of Bihar.
