8th Pay Commission Update – Status, Allowance Rules & Level 6–8 Arrears Calculation
Central government employees are closely monitoring the progression of the 8th Central Pay Commission (CPC). With active stakeholder consultations underway, expectations are growing around the eventual submission of the commission’s report and the retrospective arrear payouts that will follow.
1. 8th Pay Commission: Submission Deadline and Progress Status
Official Terms of Reference (ToR): The 8th Pay Commission was allocated an 18-month timeframe from its notification in November 2025 to submit its official report, placing the standard deadline around May 2027.
- Potential Extensions: Historical precedents show that pay commissions frequently seek deadline extensions. Industry experts anticipate that the commission could request a 3 to 6-month extension, shifting the likely submission window to between March and August 2027
- Consultation Phase: The commission completed several rounds of discussions across key cities including Jaipur, Chennai, Puducherry, and Chandigarh. The next stakeholder meetings are scheduled for October 7–8, 2026, in Bengaluru.
2. Are Arrears Paid on All Allowances?
A common question among government staff is whether retrospective arrears apply to the total take-home package or specific components:
- Arrears Apply to Basic Pay: Arrears are calculated strictly on the increase in Basic Pay accumulated over the period of delay.
- House Rent Allowance (HRA): HRA is calculated as a percentage of Basic Pay. While employees receive higher monthly HRA once the new pay matrix is implemented, retrospective allowance arrears are generally limited.
- Dearness Allowance (DA) & Transport Allowance (TPTA): DA is revised bi-annually based on inflation, and TPTA is directly linked to DA. Because DA resets upon implementation of a new pay commission, arrears do not accumulate on the DA component.

3. Detailed Arrears Calculation for Levels 6–8
If implementation is delayed by 20 to 24 months past the reference date of January 1, 2026, estimated arrear payouts based on different fitment factors (2.15, 2.28, and 2.57) are broken down below:
Arrear for Level 6 employee = Increase in revised pay (at 2.1 fitment factor) x 18 = Rs 38,940 x 18 = Rs 7,00,920
