8th Pay Commission, Report to Be Submitted Within 18 Months, Government Tells Rajya Sabha
The Government has informed the Rajya Sabha that the 8th Central Pay Commission (CPC) is expected to submit its recommendations within 18 months from the date of its constitution, as stipulated in the Resolution issued on November 3, 2025.
Replying to Unstarred Question No. 1036, raised by Shri Javed Ali Khan, Minister of State for Finance Shri Pankaj Chaudhary clarified that the Government does not receive periodic updates regarding the Commission’s internal proceedings.

The Member of Parliament had sought details regarding the number of meetings held by the 8th CPC, the employee unions consulted so far, whether any demand had been made to increase the number of family units from three to five—including employees’ parents—for calculating the fitment factor, and the expected timeline for submission of the Commission’s report.
In its response, the Government stated that the Resolution dated November 3, 2025, which constituted the 8th Central Pay Commission, empowers the Commission to determine its own procedure. The Terms of Reference (ToR) do not require the Commission to keep the Government informed about the progress of its work, consultations with employee unions, or the recommendations under consideration during its deliberations.
As a result, the Government said it does not possess information regarding:
- The number of meetings held by the Commission.
- The employee unions consulted by the Commission.
- Any representations or demands concerning the inclusion of parents in determining the fitment factor or increasing the family unit size from three to five.
- The Commission’s response to such demands, if any.
On the timeline for implementation, the Government reiterated that the 8th Central Pay Commission has been mandated to submit its recommendations within 18 months of its constitution, after which the Government will examine the report before taking a decision on implementation.
The reply indicates that the Commission is functioning independently under its notified Terms of Reference, with the Government awaiting its final recommendations rather than monitoring its day-to-day deliberations.
