4 PER CENT HOUSING RESERVATION POLICY FOR PERSONS WITH DISABILITIES
SHRI BHUBANESWAR KALITA.
Will the Minister of Housing and Urban Affairs be pleased to state:
(a) the estimated number of beneficiaries expected to avail this reservation annually, and whether a State-wise implementation framework is being devised;
(b) the estimated financial outlay for infrastructure modification in accordance with the Sugamya Bharat Abhiyan guidelines; and
(c) the measures proposed to address potential backlogs under the disability quota from previous years?

(a) to (c): No such information regarding estimated number of beneficiaries is available with Directorate of Estates.
The Directorate of Estates deals only with the allotment of General Pool Residential Accommodation (GPRA) to employees of eligible Central Government offices under the Central Government General Pool Residential Accommodation (CGGPRA), Rules, 2017. The rules are available at https://esampada.mohua.gov.in/signin/act_rules.
As per Directorate of Estates OM No. 12035/9/2025-Pol.II dated 22.05.2025 “Eligible Central Government servants with benchmark disabilities, as laid down in Section 34 of the RPWD Act, 2016, shall be given priority for allotment of GPRA which shall be up to 4% of the vacancies available in a month in each type (up to Type V only, including Hostel) in General Pool.
