Will the Minister of Agriculture and Farmers Welfare be pleased to state:

(a) whether the farmers are categorized on the basis of their land holding as marginal, small, medium and big by the Government, if so number of farmers in each category, State-wise;

(b) whether the Government has formulated any pension scheme to improve quality of life of farmers especially small & marginal farmers (SMF), if so, the salient features of pension scheme for SMF;

(c) the number of farmers identified/enrolled for the said pension scheme district wise in Gujarat;

(d) whether the Kisan Samman Pension Yojana is applicable to all categories of the farmers;

(e) whether the Government schemes for the welfare of the farmers are different for the above categories farmers or all the schemes implemented are uniformly applicable to all farmers, if so, the details thereof;

(f) whether the Government is considering provision of Kisan Samman Pension to all eligible farmers who have been left out of Pradhan Mantri Kisan SammanNidhi (PM-KISAN) Yojana after a fresh survey; and

(g) if so, the time by which the Government proposes to provide pension to such farmers; and if not, the reasons therefor?

(a): Yes, Sir. The State-wise details of number of small, marginal, medium and big landholders categorized on the basis of size of landholding has been placed at Annexure-I.

(b): Pradhan Mantri Kisan Maan Dhan Yojna (PM-KMY), a Central Sector Scheme is being implemented in order to provide social security net for the Small and Marginal Farmers (SMF) by way of pension. Under this scheme, a minimum fixed pension of Rs. 3,000/- will be provided to the eligible small and marginal farmers, subject to certain exclusion clauses, on attaining the age of 60 years. The Scheme is a voluntary and contributory pension scheme, with entry age of 18 to 40 years. The beneficiary can opt to become member of the Scheme by subscribing to a Pension Fund. The beneficiary would be required to contribute Rs 100/ – per month at median entry age of 29 years. The Central Government shall also contribute to the Pension Fund in equal amount. Contribution shall be made to a Pension Fund managed by the Life Insurance Corporation which will be responsible for pension pay out.

Under the scheme, farmers can also opt to allow his / her contribution to the Scheme to be made from the benefits drawn from the Pradhan Mantri KIsan SAmman Nidhi (PM-KISAN) Scheme directly. The eligible farmers may, therefore, enroll in the pension scheme through the State Nodal Agencies under the PM-KISAN Scheme or through the Common Service Centres (CSCs) under Meity. Exit from the scheme will be voluntarily or on failure of contribution or on demise. On exit from the scheme, the beneficiary will receive his/her accumulated share and the Government’s contribution will be deposited in the LIC Fund. After the subscriber’s death, the spouse or heir shall be entitled to receive 50% of the pension as family pension, provided he/she is not already an SMF beneficiary of the Scheme. On the death of the subscriber during the period of contribution, the spouse shall have the option of continuing the Scheme by paying regular contribution. There is an online grievance redressal system for complete transparency.

(c) The district-wise details of farmers enrolled under the Scheme in the State of Gujarat is given at Annexure-II.

(d) Under the Pradhan Mantri Kisan Maandhan Yojana (PM-KMY), only the small and marginal farmers having cultivable landholding upto 2 hectares and in the age group of 18-40 years, subject to certain exlusion criteria related with the higher income status, are eligible to get enrolled.

 (e): The eligibility criteria of the Government schemes for the welfare of the farmers varies from one Scheme to another and every Schemes are implemented as per their approved Operational Guidelines.

(f)& (g): The basic eligibility criteria for Pradhan Mantri Kisan Samman Nidhi (PM- KISAN) and Pradhan Mantri Kisan Maandhan Yojana (PM-KMY) is different. Under PM- KISAN Scheme, landholding, irrespective of its size, is the basic eligibility criteria to get the benefit of the Scheme, while under PM-KMY only the small and marginal farmers in the age group between 18-40 years, having the cultivable landholding upto 2 hectares are eligible to get enrolled, subject to certain exclusion criteria related with higher income status.

As on 25.11.2021, more than 11.60 crore beneficiaries have been given the financial benefits of the Scheme.
