1. SCHEME: –

The Scheme is titled as “DDA JANTA AWAAS YOJANA Phase II 2026” of the Delhi Development Authority for disposal of 209 EWS flats (Group Housing Project “Pragati 1”) Situated at Rohtak Road, Near Jakhira Flyover, New Delhi-110026 developed by Developer Entity (DE) namely M/s DLF Urban Pvt. Ltd. through end-to-end online system through Computerized Draw of flats in line with DDA Circular No. E/312/0002/2022/CGHS/DW-Janta-II/286 dated 12.03.2025 (Annexure ‘C’).

The Delhi Development Authority (DDA) Janta Awaas Yojana Phase II 2026 offers eligible applicants an opportunity to apply for EWS flats in Delhi. The scheme provides for online registration, allotment through a computerized draw, category-based reservations, and ready-to-move-in flats. Applicants should carefully check the eligibility requirements and scheme conditions before submitting their applications.

Who Can Apply?

The applicant must be an Indian citizen and must have completed 18 years of age by the last date of registration. The applicant must also be legally competent to enter into a contract.

Importantly, the scheme does not impose any restriction on owning land or built-up property in Delhi. For applicants seeking EWS flats, the family income of the applicant and joint/co-applicant, considered separately, should not exceed ₹10 lakh per annum. For this purpose, family income includes the income of the applicant and their spouse, where applicable.

A joint applicant or co-applicant must be from the applicant’s family as defined under the scheme. Applicants are required to provide a valid family income certificate or EWS certificate issued by the competent authority. The applicant must also have a PAN and provide details of a savings bank account held in the applicant’s own name.

How to Apply for DDA Janta Awaas Yojana Phase II 2026

Interested applicants have to register through the official DDA website or its e-services portal. Applicants must create login credentials using their PAN and other required details and then register specifically for the Janta Awaas Yojana Phase II 2026.

The registration fee is ₹2,500, payable online, and this amount is non-refundable. Even applicants who may already be registered with DDA have to register separately for this particular scheme to participate in its draw.

Applicants can check details such as flat size, location, price and layout plan online. The flats offered under the scheme are stated to be ready to move in.

Payment Rules

After allotment, the price of the flat is generally required to be deposited with the Developer Entity within 60 days from the date of issue of the demand-cum-allotment letter.

An additional period of 30 days may be available, subject to simple interest at 10% per annum on the unpaid balance. If the required payment, including applicable interest, is not made within 90 days from the date of issuance of the demand-cum-allotment letter, the allotment is liable to be cancelled without notice.

Applicants should therefore arrange their finances in advance after receiving an allotment.

Reservation for Special Categories

The scheme provides reservations for several categories. These include:

  • 15% of flats for Scheduled Castes
  • 7.5% for Scheduled Tribes
  • 1% for War Widows and eligible Next of Kin receiving liberalized pension
  • 5% for Persons with Benchmark Disabilities (Divyangjan)
  • 1% for Ex-servicemen

The reservations are applied with reference to the number of flats available in a particular locality. Applicants seeking reservation benefits must apply under the relevant reserved category and submit the required supporting certificates.

Documents Required

Applicants need to submit identity and address proof along with PAN details and a valid family income certificate or EWS certificate.

Applicants applying under reserved categories must provide additional documents. For example, SC/ST applicants need the relevant certificate, applicants under the Persons with Benchmark Disabilities category need the appropriate medical certification, and ex-servicemen applicants need a discharge certificate. War Widows/Next of Kin applicants must submit the requisite certificate issued by the competent defence or paramilitary authority.

Documents should be clear and legible. Applicants can edit or modify their application while it is saved as a draft, but changes are not permitted after final submission.

How Will Flats Be Allotted?

Eligible applicants will be considered through a computerized draw based on a random-number technique. The draw will be conducted online and is intended to be transparent, with independent observers and a sample number of applicants present. The draw will also be web-streamed.

A separate list of successful applicants and a waiting list will be published. The waiting list can extend up to 100% of the number of successful applicants and remains valid for nine months from the date of issue of demand letters to successful applicants.

Successful applicants’ eligibility documents will subsequently be verified. If an applicant is found ineligible during verification, the application can be rejected and the corresponding waiting-list applicant may be considered.

Flat Price and Possession

The tentative disposal price is based on the plinth area of the flat, including common areas. The stated pricing also includes certain charges such as water connection charges, maintenance-related components, sinking/corpus fund contributions and DDA processing fees, with GST applied as applicable.

Full payment of the flat’s cost is required before the possession letter is issued, after which physical possession is handed over by the Developer Entity.

Applicants are strongly advised to inspect the flat before applying. The scheme states that flats are offered on an “as is where basis”, and applicants are expected to conduct their own due diligence regarding the location, size, price, design, workmanship, fittings and services.

Home Loan and Mortgage Facility

An allottee may obtain a housing loan by mortgaging the flat with eligible institutions, subject to the conditions specified in the scheme. The first lien remains with the Developer Entity to the extent of outstanding dues.

The scheme lists several eligible types of institutions, including government bodies, nationalised banks, cooperative banks, LIC, housing finance companies and certain other recognised financial institutions. Applicants are responsible for applying for a loan in time and for any delay, interest or penalty arising from late payment.

Maintenance Charges

The scheme provides for maintenance of common areas and services through the residents’ association/RWA.

A monthly common-area maintenance charge of ₹1.50 per square foot per month, based on plinth area, is specified for day-to-day maintenance. An upfront sinking/corpus fund contribution capped at 2.5% of the cost of the flat is also provided for major maintenance works.

An RWA is to be formed by the EWS allottees within one year of allotment, and allottees are required to become members of the relevant association. Individual flat owners remain responsible for the internal maintenance of their own flats.

Important Restrictions After Allotment

The flat must be used only for residential purposes. The allottee cannot subdivide or amalgamate the flat or make structural additions or alterations.

There is also a five-year lock-in period for further sale or purchase of EWS flats, calculated from the date of taking physical possession. The expenses related to e-stamping and registration of the sale deed are to be borne by the allottee.

Special Benefits for Persons with Benchmark Disabilities

Persons with Benchmark Disabilities (Divyangjan) have a 5% reservation under the scheme. An attempt will be made to allot flats to eligible applicants in this category on the ground floor, although the scheme does not guarantee a specific floor.

PwBD allottees have two payment options: cash down or hire purchase. Under the hire-purchase option, the initial payment is 25% of the total price, with the remaining amount payable through monthly instalments for a period of up to 15 years at simple interest of 10% per annum on a monthly reducing balance.

Eligible PwBD allottees also receive a 5% rebate on the price, subject to a maximum rebate of ₹2.50 lakh.

Be Careful About False Information

Applicants must provide accurate information and genuine documents. If it is subsequently found that an applicant was ineligible, falsely claimed a category benefit, submitted incorrect information or quoted an incorrect PAN, the application or allotment—and even the sale deed—may be cancelled.

The scheme provides that the entire amount deposited by the allottee may be forfeited in cases involving misrepresentation or suppression of material facts.

Final Checklist for Applicants

Before applying for the DDA Janta Awaas Yojana Phase II 2026, applicants should:

  • Confirm that they meet the age, citizenship and income requirements.
  • Keep PAN, identity and address documents ready.
  • Obtain a valid income/EWS certificate where required.
  • Keep category certificates ready if applying under a reserved category.
  • Check the flat’s location, size, price and layout.
  • Inspect the flat and surrounding locality before applying.
  • Select the locality preference carefully, as changes to locality, sector, pocket or floor will not be entertained.
  • Keep sufficient funds or financing arrangements ready for payment after allotment.
  • Carefully review all information and documents before final submission.
  • Regularly check the DDA portal for updates and the result of the draw.
