खाद्य प्रसंस्करण उद्योग मंत्रालय एक मजबूत और गतिशील खाद्य प्रसंस्करण क्षेत्र, खराब होने वाली कृषि उपज के अपव्यय में कमी लाने, खाद्य उत्पादों के शेल्फ जीवन को बढ़ाने, कृषि उपज के मूल्य वर्धन, कृषि के विविधीकरण और व्यावसायीकरण, रोजगार सृजन, किसानों की आय बढ़ाने और महत्वपूर्ण बनाने में महत्वपूर्ण भूमिका निभाता है। कृषि और प्रसंस्कृत खाद्य पदार्थों के निर्यात के लिए अधिशेष। आर्थिक उदारीकरण के दौर में, सभी वर्गों सहित; निजी, सार्वजनिक और सहकारी क्षेत्रों ने भूमिकाओं को परिभाषित किया है और मंत्रालय उनकी सक्रिय भागीदारी को बढ़ावा देता है।

खाद्य प्रसंस्करण उद्योग मंत्रालय ने खाद्य प्रसंस्करण को राष्ट्रीय पहल बनाने के उद्देश्य से इस क्षेत्र में भारत और विदेश से गुणवत्ता निवेश आकर्षित करने के लिए एक उत्प्रेरक के रूप में सुविधा और अभिनय करके इन उद्देश्यों को प्राप्त करने का एक स्पष्ट लक्ष्य है। मंत्रालय का लक्ष्य है:

  • कृषि उपज के बेहतर उपयोग और मूल्य संवर्धन द्वारा किसान की आय में वृद्धि
  • कृषि-खाद्य उत्पादन के भंडारण, परिवहन और प्रसंस्करण के लिए बुनियादी ढांचे के विकास द्वारा खाद्य प्रसंस्करण श्रृंखला में सभी चरणों में अपव्यय को कम करना;
  • घरेलू और बाहरी दोनों स्रोतों से खाद्य प्रसंस्करण उद्योगों में आधुनिक तकनीक का परिचय;
  • उत्पाद और प्रक्रिया विकास और बेहतर पैकेजिंग के लिए खाद्य प्रसंस्करण में अनुसंधान और विकास को प्रोत्साहित करना;
  • नीति समर्थन प्रदान करें, और आधारभूत संरचना के निर्माण के लिए समर्थन, क्षमता विस्तार / उन्नयन और अन्य सहायक उपाय इस क्षेत्र की वृद्धि का निर्माण करते हैं;
  • प्रसंस्कृत खाद्य उत्पादों के निर्यात को बढ़ावा देना।

(a) & (b)  Ministry of Food Processing Industries is implementing the Central Sector Scheme of Integrated Cold Chain and Value Addition Infrastructure as one of the component of Pradhan Mantri Kisan Sampada Yojana with the objective of arresting post-harvest losses of horticulture & non- horticulture produce and providing remunerative price to farmers for their produce. Under the scheme, Ministry provides financial assistance in the form of grant-in-aid @ 35% for general areas and @ 50% for North East States, Himalayan States, ITDP areas and Islands for storage and transport infrastructure and @ 50% and 75% respectively for value addition and processing infrastructure subject to a maximum grant-in-aid of ₹10 crore per project for setting up integrated cold chain projects including irradiation facility without any break from the farm gate to the consumer. The integrated cold chain and value addition infrastructure can be set up by individuals, groups of entrepreneurs, cooperative societies, Self Help Groups (SHGs), Farmer Producer Organizations (FPOs), NGOs, Central/State PSUs, etc. The Components covered under the cold chain scheme are (a) Farm Level Infrastructure (FLI) (b) Distribution hub (DH) (c) Refrigerated vans/ refrigerated trucks/ insulated vans/mobile insulated tankers and (d) Irradiation facility. To avail financial assistance under this scheme, the applicant has to set up Farm Level Infrastructure and any one or both of the components mentioned at (b) and (c) above. Considering the functional nature of the facility, irradiation component is treated as a standalone facility for the purpose of availing grant under the scheme. However, stand-alone cold storage are not considered for financial assistance under the Scheme. The scheme is primarily private sector driven and proposals under this scheme are invited through Expression of Interest (EOI). Under the Scheme for Integrated Cold Chain & Value Addition Infrastructure, as on 30.06.2019, 292 cold chain projects have been approved. Out of these, 154 cold chain projects have started their commercial operations and remaining 138 are in various stages of implementation.

(c)  Under the Scheme for Integrated Cold Chain & Value Addition Infrastructure, proposals are invited through Expression of Interest and the eligible proposals are approved by the Ministry as per the operational guidelines of the Scheme. The details of six cold chain projects being implemented in the State of Madhya Pradesh under the scheme are placed at Annexure.

  • (c) if so, the names of various districts of Madhya Pradesh which have been included in the scheme on the basis of productivity and availability?
