Rural Development Schemes to ensure proper implementation and use of funds allotted

(a) to (c)  Review of implementation of various Rural Development programmes is an ongoing process. Programmes are reviewed through  Performance  Review  Committee Meetings, Common Review Mission, Area Officers Schemes, District Development Co- ordination and Monitoring Committee named as “DISHA” Committee, Reports of National Level Monitors (NLMs). The NLMs are deputed to visit districts periodically, generally twice a year, to monitor and report on various aspects of implementation of all rural development programmes. The NLM Teams, after the visit to the districts, prepare and submit their reports to the respective district authorities as well as Ministry of Rural Development. NLMs have reported some irregularities in implementation of Rural Development Programmes in the Districts visited by them. The issues reported w.r.t MGNREGS relate to maintenance  and  updating  of  job  cards,  delay  in  payment  of  wages,  lack  of  people’s participation in MGNREGS planning process, absence of Social Audit process in some villages. Many cases were reported where the PMAY-G target beneficiaries have not been allotted/ provided land. Some issues related to shortage of rural masons  in  some  of  the villages have also been reported. In some instances delay in the release of pension under NSAP has been reported. Slow progress in mobilization of rural poor households into Self- Help Groups has been reported in some States. These reports are regularly shared with the states for necessary follow up action at their end.

  • (c) the number of cases reported concerning loopholes in the system during the last three years, State-wise;
