STATEMENT REFERRED TO IN REPLY TO PARTS (a) to (d) OF LOK SABHA STARRED QUESTION NO. *40 BY HON’BLE M.P.s – SHRI SUDHAKAR TUKARAM SHRANGARE AND SHRI P. P. CHAUDHARY REGARDING ‘APPRENTICESHIP’ FOR REPLY ON 24-06-2019.

(a) A total number of 67,249 industrial units across the country is registered and active with apprenticeshipindia.org portal for providing apprenticeship training. Out of these registered industrial units, 24,498 are actually engaging apprentices. In Maharashtra 8,368 industrial units and in Madhya Pradesh 5,083 industrial units are registered with apprenticeshipindia.org portal for providing apprenticeship training. However, out of these registered units only 4,433 industrial units in Maharashtra and 276 industrial units in Madhya Pradesh are providing apprenticeship training.

The industrial region wise details of establishments/ industrial units which are covered under the ambit of Apprentices Act 1961 are given in table below.

(b) Government is advocating Apprenticeship Training to create awareness amongst industrial units through extensive outreach programme by conducting workshops in various industrial regions. Show cause notices as per provision of Apprentices  Act  1961(amended  up  to  2014),  are  being  issued  to  industrial  units/companies/establishments for noncompliance.

(c) & (d)    As per Apprentices Act 1961 (amended up to 2014), it is obligatory on the part of employers having manpower strength of 40 or more to engage apprentices in a band of 2.5% to 10% of total manpower strength of their industrial units/ establishments including contractual staff. Thus, it is mandatory for these industrial units to provide apprenticeship training to a minimum of 2.5% of total manpower strength including contractual staff, annually.

Will  the  Minister  of  SKILL  DEVELOPMENT  AND  ENTREPRENEURSHIP  be pleased to state

  • (a) the total number of industrial units across the country which are providing apprenticeship training along with the industrial region-wise details thereof especially in Maharashtra and Madhya Pradesh;
  • (b) the action being taken by the Government against the said units which are not providing the said training;
  • (c) whether the Government proposes to make it mandatory to provide apprenticeship training in the country keeping in view that several large industrial units are functioning in several metropolitan cities in Maharashtra and Madhya Pradesh and this will lead to employment opportunities for the poor, educated and unemployed youth in the country; and
  • (d) if so, the time by which it is likely to be done along with the details of the preparations made in this regard?
