Will the Minister of DRINKING WATER AND SANITATION be pleased to state: 
  • (a) the number of toilets constructed under the Swachh Bharat Mission (SBM), State/UT-wise; 
  • (b) the number of Gram Panchayats, Blocks and Districts, which have become free from open defecation during the last three years and the current financial year, State/UT-wise; 
  • (c) the number and names of the States which are likely to be free from open defecation by the end of March, 2019; and 
  • (d) the details of factors responsible for the said States becoming free from open defecation in such a short period of time?

(a) to (d) A Statement is laid on the Table of the House.

  • (a) State/UT-wise number of Individual household latrines (IHHLs) constructed under Swachh Bharat Mission (Gramin) [SBM(G)] from 2.10.2014 to 7.12.2018 is given at Annexure-1. 
  • (b) State/UT-wise number of Gram Panchayats, Blocks and Districts, which have been declared Open Defecation Free (ODF) during the last three years and the current financial year is at Annexure-2. 
  • (c) Rural areas of 25 States/UTs namely A & N Islands, Andhra Pradesh, Arunachal Pradesh, Chandigarh, Chhattisgarh (except some Left Wing Extremist affected Gram Panchayats), D & N Haveli, Daman & Diu, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Kerala, Lakshadweep, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Puducherry, Punjab, Rajasthan, Sikkim, Tamil Nadu and Uttarakhand have already been declared Open Defecation Free (ODF). Rural areas of remaining 10 States namely Assam, Bihar, Goa, Jharkhand, Karnataka, Odisha, Telangana, Tripura, Uttar Pradesh and West Bengal are likely to become Open Defecation Free (ODF) by the end of March, 2019. 
  • (d) One of the key factors in the success for SBM has been the political will and support at the highest level both at the State and Central levels. It has injected a sense of urgency in the entire administrative system at the Centre, state and district levels. The SBM has become a Jan Andolan, with the people making the program their own. The significant IEC and Behaviour Change communication under the program has led to construction of toilets and also ensured regular usage for sustainability. Further, sufficient ‘public finance’ has been provided as the incentive money for this programme for BPL and eligible APL households. Very close monitoring and evaluation has been used for guiding the programme. Also, partnerships have played a crucial role as SBM has built several strategic partnerships to mainstream sanitation in all sectors. All Ministries of the Government of India are working tirelessly to improve sanitation in their respective spheres of influence like schools, hospitals, anganwadis, highways, markets, and railways.
