NITI Aayog Organises Capacity Building Programme for Urban Water Management
Organised in collaboration with Singapore Cooperation Enterprise & TF International
NITI Aayog organized today the Second Phase of Urban Management Programme on ‘Water Recycling and Reuse’.in collaboration with the Singapore Cooperation Enterprise & TF International at India Habitat Centre in the capital today. CEO, NITI Aayog, Amitabh Kant,Secretary, Ministry of Drinking Water and Sanitation, Parameswaran Iyer, along with High Commissioner of Singapore to India Lim Thuan Kuan, CEO, Singapore Cooperation Enterprise, Kong WyMun, and CE of Temasek Foundation International,Benedict Cheong were present on this occasion.
Highlighting the importance of this capacity building programme on management of water,particularly its recycling & reuse, as crucial for future urban planning and policy, Amitabh Kant said that attaining high rates of economic growth for India will directly be a function of the sustainable use of water. He mentioned that NITI’s Composite Water Management Index, launched earlier this year, is a step toward increasing awareness and promoting best practises in water management throughout the country.
Delivering the Inaugural Address, Parameswaran Iyer hailed the workshop as timely and spoke of the need for effective cooperation between the centre and state in water management. He emphasised need for all stakeholders to take ownership of water as a natural resource to ensure sustainable use of water. He emphasised the need to take steps to address solid and liquid waste management in 4000 Census Towns and peri-urban areas.
In order to develop recycled water as part of sustainable and diverse water portfolio, NITI Aayog has enteredinto a Memorandum of Understanding (MoU) with Singapore Cooperation Enterprise – Temasek Foundation International to launch the Second Phase of Urban Management Programme on ‘Water Recycling and Reuse’.
Eight States/UTs -Uttar Pradesh, Tamil Nadu, Punjab, Chhattisgarh, Karnataka, Meghalaya, Puducherry and West Bengal were selected for the capacity building workshops through a Challenge Method. The participants of the workshops included the senior officials from Municipal and parastatal bodies of these eight States/UTs.
The programme launch was also attended by senior officials from the Central and State Governments, and representatives from the academia and think-tanks. The programme launch also showcased the best practices in the urban water sector in India besides discussing the challenges.
The capacity building programme featured experience sharing by consultants from Singapore, who were associated in the successful transformation of the urban waterscape over the last four decades. The broader capacity building engagement with SCE also includes a series of interactive workshops, advisory sessions and an expository visit to Singapore.
Background:
India is experiencing rapid urban is action. The urban population has gone up from 29 crore in 2001 to 37.7 crore in 2011. Due to rapid urban is action, water demand in urban areas is increasing rapidly.The water situation in metropolitan cities is particularly exacerbating, where the people in such cities face acute water shortage. Changing climate and its impact on temporal and spatial variability of rainfall, is a further deterrent to timely and sufficient availability of water resources.
In this backdrop, concerted efforts have been made by the Government of India to implement rainwater harnessing schemes for groundwater improvement, however, there is an urgent need for water portfolio diversification through introducing alternate sustainable water sources.
The recycle and reuse of water presents itself as a potential solution for ensuring assured water supply in the Cities, on a sustainable basis. Recycling and reuse has been widely practised in Singapore, where every drop of water is recycled for reuse. Such an approach not only reduces pressure on other water sources, but also offers a sustainable solution for water resources management.
While the AMRUT scheme drives the cities to undertake water supplies on a business model, yet the water source augmentation remains a challenge for ensuring assured water supply through the future. Nearly 30% of urban water supply and 70% of rural water supply in the country comes from groundwater, which is depleting day by day.

नीति आयोग ने शहरी जल प्रबंधन पर क्षमता निर्माण कार्यक्रम का आयोजन किया
यह कार्यक्रम सिंगापुर को-ऑपरेशन इंटरप्राइज़ और टीएफ इन्टरनेशनल के सहयोग से आयोजित किया गया
नीति आयोग ने सिंगापुर को-ऑपरेशन इंटरप्राइज़ एवं टीएफ इंटरनेशनल के सहयोग से आज दिल्ली में जल रिसाइकलिंग और पुन:उपयोग के बारे में शहरी प्रबंधन कार्यक्रम के दूसरे चरण का आयोजन किया। नीति आयोग के सीईओ श्री अमिताभ कांत, पेयजल और स्वच्छता मंत्रालय के सचिव श्री परमेश्वरन अय्यर, भारत में सिंगापुर के उच्चायुक्त लिम थुआनकुआन, सिंगापुर को-ऑपरेशन इंटरप्राइज के सीईओ कोंगवायमुन तथा टेमसेक फाउंडेशन इंटरनेशनल के सीई बेनेडिक्ट चेओंग भी इस अवसर पर उपस्थित थे।
जल प्रबंधन, विशेष रूप से जल की रिसाइकलिंग और पुन:उपयोग के बारे में क्षमता निर्माण कार्यक्रम के महत्व पर प्रकाश डालते हुए श्री अमिताभ कांत ने कहा कि भारत के लिए आर्थिक विकास की उच्च दर प्राप्त करने के लिए यह कार्यक्रम जल के सतत उपयोग का एक प्रत्यक्ष कार्य होगा। उन्होंने पिछले वर्ष शुरू किए गए नीति आयोग के कंपोजिट जल प्रबंधन सूचकांक का उल्लेख करते हुए कहा कि यह पूरे देश में जल प्रबंधन में सर्वश्रेष्ठ प्रक्रियाओं को बढ़ावा देने और जागरूकता पैदा करने की दिशा में एक कदम है।
उद्घाटन भाषण देते हुए श्री परेश्वरन अय्यर ने जल प्रबंधन में केन्द्र और राज्य के मध्य प्रभावी सहयोग के लिए समय और जरूरत के अनुसार आयोजित इस कार्यशाला की सराहना की। उन्होंने जल के सतत उपयोग को सुनिश्चित करने के लिए एक प्राकृतिक संसाधन के रूप में जल का स्वामित्व लेने के लिए सभी हितधारकों का आह्वान किया। उन्होंने 4000 नगरों और पेरी-अर्बन क्षेत्रों में ठोस और तरल अपशिष्ट प्रबंधन से निपटने के लिए कदम उठाने की जरूरत पर जोर दिया। रिसाइकिल जल को सतत और विविध जल विषय के हिस्से के रूप में विकसित करने के लिए नीति आयोग ने जल रिसाइक्लिंग और पुन:उपयोग के बारे में शहरी प्रबंधन कार्यक्रम का दूसरा चरण शुरू करने के लिए सिंगापुर को-ऑपरेशन इंटरप्राइज के सीईओ कोंगवायमुन तथा टेमसेक फाउंडेशन इंटरनेशनल के साथ एक समझौता ज्ञापन पर हस्ताक्षर किए हैं।
8 राज्यों/केन्द्रशासित प्रदेशों- उत्तर प्रदेश, तमिलनाडु, पंजाब, छत्तीसगढ़, कर्नाटक, मेघालय, पुद्दुचेरी, पश्चिम बंगाल को एक चुनौतीपूर्ण तरीके से क्षमता निर्माण कार्यशालाओं के लिए चुना गया है। इस कार्यक्रम के शुभारंभ में केन्द्र और राज्य सरकारों के वरिष्ठ अधिकारी शैक्षिक और थिंक-टैंक के प्रतिनिधियों ने भाग लिया, जिसमें चुनौतियों के बारे में विचार-विमर्श करने के अलावा भारत में शहरी जल क्षेत्र के बारे में श्रेष्ठ प्रक्रियाओं का भी प्रदर्शन किया गया। क्षमता निर्माण कार्यक्रम में सिंगापुर के सलाहकारों के द्वारा अनुभव साझा किया गया, जो पिछले चार दशकों से शहरी जल परिदृश्य के सफल परिवर्तन से जुड़े रहे हैं। एससीई के साथ वृहद क्षमता निर्माण कार्यक्रमों में सक्रिय कार्यशालाओं, परामर्श सत्रों की श्रृंखला और सिंगापुर की यात्रा शामिल है।
