Cabinet approves nine sub-schemes मंत्रिमंडल ने नौ उप-योजनाओं को मंजूरी दी हैं-

Cabinet approves: i) Implementation of the umbrella scheme “Atmosphere & Climate Research-Modelling Observing Systems & Services”; ii) Sub-schemes to continue during 2017-20; and iii) National Facility for Airborne Research(NFAR) to be set up
The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi has approved continuation of the nine sub-schemes of the umbrella scheme “Atmosphere & Climate Research-Modelling Observing Systems & Services (ACROSS)” during 2017-2020 at an estimated cost of Rs. 1450 crore. It will be implemented by the Ministry of Earth Sciences through its institutes namely India Meteorological Department (IMD), Indian Institute of Tropical Meteorology (IITM), National Centre for Medium Range Weather Forecasting (NCMRWF), and Indian National Centre for Ocean Information Service(INCOIS).
Nine+Sub+Schemes
The CCEA also approved establishment of National Facility for Airborne Research (NFAR) with a financial commitment of Rs 130 crore during 2020-21 and beyond.
Impact: 
The scheme will provide improved weather, climate and ocean forecast and services, thereby ensuring transfer of commensurate benefits to the various services like Public weather service, disaster management, Agro-meteorological Services, Aviation services, Environmental monitoring services, Hydro-meteorological services, climate services, tourism, pilgrimage, power generation, water management, Sports & adventure etc. 
Generating employment opportunities: 
  • A sizable number of scientific and technical staff along with requisite administrative support, thereby generating employment. 
  • To ensure last-mile connectivity of the weather based services to the end -user, a large number of agencies like the Krishi Vigyana Kendras of Indian Council of Agricultural Research, Universities and local municipalities are roped in thus generating employment opportunities to many people. 
Details: 
  • ACROSS scheme pertains to the atmospheric science programs of the Ministry of Earth Sciences (MoES) and addresses different aspects of weather and climate services, which includes warnings for cyclone, storm surges, heat waves, thunderstorms etc. 
  • Each of these aspects is incorporated as nine sub-schemes under the umbrella scheme “ACROSS” and is implemented in an integrated manner through the aforesaid four institutes. 
  • The ACROSS scheme consists of nine sub-programmes which are multi disciplinary and multi institutional in nature and will be implemented in an integrated manner through IMD, HIM, NCMRWF and INCOIS. 
  • As the objective of the ACROSS scheme is to provide a reliable weather and climate forecast for betterment of society, the scheme will aim at improving skill of weather and climate forecast through sustained observations, intensive R & D, and by adopting effective dissemination and communication strategies to ensure its timely reach to the end-user of all services like Agro-meteorological Services, Aviation service, Environmental monitoring services, Hydro-meteorological services, climate services, tourism, pilgrimage, mountaineering etc., 

Background:

The Ministry of Earth Sciences has a mandate to carry out research and development activities to develop and improve capability to forecast weather, climate and natural hazard related phenomena. Towards this direction, MoES has taken several initiatives to formulate specific schemes like augmentation of observing systems and infrastructure, understanding processes through special campaigns, weather and climate modelling, monsoon-research, climate change science & climate services etc. These schemes involve multi-institutes wherein each unit has a designated role for accomplishing the aforesaid tasks. As a result, all these schemes with specific objectives and budget are implemented in an integrated manner and are put together under the umbrella scheme “ACROSS”.
मंत्रिमंडल ने निम्‍नलिखित मंजूरी दी हैं- i) समग्र योजना ‘एटमोस्‍फेयर एंड क्‍लाइमेट रिसर्च – मॉडलिंग आबर्जविंग सिस्‍टम्‍स एंड सर्विसेज’ का कार्यान्‍वयन। ii) 2017-20 के दौरान उप-योजनाओं का जारी रहना। iii) नेशनल फेसिलिटी फॉर एयरबोर्न रिसर्च (एनएफएआर) की स्‍थापना
प्रधानमंत्री श्री नरेन्‍द्र मोदी की अध्‍यक्षता में मंत्रिमंडल की आर्थिक मामलों की समिति ने समग्र योजना ‘एटमोस्‍फेयर एंड क्‍लाइमेट रिसर्च – मॉडलिंग आबर्जविंग सिस्‍टम्‍स एंड सर्विसेज’(एसीआरओएसएस) की नौ उप-योजनाओं को 1450 करोड़ रूपये की अनुमानित लागत से 2017 से 2020 तक की अवधि के दौरान जारी रखने के लिए अपनी मंजूरी दी है। इनका पृथ्‍वी विज्ञान मंत्रालय भारतीय मौसम विज्ञान विभाग (आईएमडी), भारतीय उष्‍णकटिबंध मौसम विज्ञान संस्‍थान (आईआईटीएम), नेशनल सेंटर फॉर मीडियम रेंज वैदर फॉरकास्टिंग (एनसीएमआरडब्‍लयूएफ) और भारतीय राष्‍ट्रीय महासागर सूचना सेवा केंद्र (आईएनसीओआईएस) जैसे अपने संस्‍थानों के माध्‍यम से कार्यान्‍वयन करेगा।
Nine+Sub+Schemes
मंत्रिमंडल की आर्थिक समिति ने 2020-21 और इससे आगे की अवधि के दौरान 130 करोड़ रूपये की वित्‍तीय प्रतिबद्धता के साथ नेशनल फेसिलिटी फॉर एयरबोर्न रिसर्च (एनएफएआर) की स्‍थापना करने के लिए भी अपनी मंजूरी दी है।
प्रभाव:- 
यह योजना उन्‍नत मौसम जलवायु और महासागर के बारे में पूर्वानुमान और सेवाएं उपलब्‍ध कराएगी। इस प्रकार इससे सार्वजनिक मौसम सेवा आपदा प्रबंधन, कृषि-मौसमविज्ञान संबंधी सेवाएं,विमानन सेवाएं, पर्यावरण संबंधी निगरानी सेवाएं, जल-मौसमविज्ञान संबंधी सेवाएं, जलवायु सेवाएं, पर्यटन, तीर्थयात्रा, विद्युत उत्‍पादन, जल प्रबंधन, खेल और साहसिक कार्य आदि विभिन्‍न सेवाओं के अनुरूप लाभों का हस्‍तांतरण सुनिश्चित होगा। 
रोजगार के अवसरों का सृजन 
  • बड़ी संख्‍या में वैज्ञानिक और तकनीकी कर्मियों के साथ-साथ आवश्‍यक प्रशासनिक सहायता की जरूरत के कारण रोजगार का सृजन। 
  • अंतिम उपभोक्‍ता तक मौसम आधारित सेवाओं का अंतिम मील तक जुड़ाव सुनिश्चित करने से भारतीय कृषि अनुसंधान परिषद् के कृषि विज्ञान केंद्र, विश्‍वविद्यालय और स्‍थानीय नगर पालिकाएं जैसी एजेंसियां बड़ी संख्‍या में इसमें शामिल होंगी। इस प्रकार अनेक लोगों के लिए रोजगार के अवसर उपलब्‍ध होंगे। 
विवरण:- 
  • एसीआरओएसएस योजना पृथ्‍वी विज्ञान मंत्रालय से संबंधित हैं जो चक्रवात, तूफान, लहर, तेज गर्मी और गरज के साथ बारिश होना जैसे विभिन्‍न पहलुओं से निपटती है। 
  • इसका हर पहलू एसीआरओएसएस समग्र योजना के अधीन नौ उप-योजनाओं के रूप में शामिल हैं और उपरोक्‍त चार संस्‍थानों के माध्‍यम से एकीकृत तरीके से कार्यान्वित है। 
  • एसीआरओएसएस योजना 9 उप-कार्यक्रमों से मिलकर बनी हैं जो बहु-विषयक और बहु-संस्‍थानीय स्‍वरूप की है। यह आईएमडी, एचआईएम, एनसीएमआरडब्ल्यूएफ और आईएनसीओआईएस के माध्यम से एकीकृत तरीके से कार्यान्वित की जाएगी। 
  • एसीआरओएसएस योजना का उद्देश्‍य समाज की बेहतरी के लिए एक विश्वसनीय मौसम और जलवायु पूर्वानुमान प्रदान करना है। इसलिए योजना का उद्देश्‍य कृषि-मौसमविज्ञान संबंधी सेवाएं, विमानन सेवाएं, पर्यावरण संबंधी निगरानी सेवाएं, जल-मौसमविज्ञान संबंधी सेवाएं, जलवायु सेवाएं, पर्यटन, तीर्थयात्रा, पर्वतारोहण जैसी सभी सेवाओं को अंतिम उपयोगकर्ता तक समय पर पहुंचाने के कार्य को सुनिश्चित करने के लिए सतत अवलोकनों, गहन अनुसंधान विकास और प्रभावी विस्‍तार और संचार रणनीतियों को प्रभावी रूप से अपनाकर मौसम और जलवायु पूर्वानुमान की कुशलता में सुधार लाना है।

पृथ्वी विज्ञान मंत्रालय के पास मौसम, जलवायु और प्राकृतिक खतरे से संबंधित घटनाओं का पूर्वानुमान करने के लिए क्षमता का विकास और सुधार करने हेतु अनुसंधान और विकास गतिविधियों को आयोजित करने का अधिकार है। इस दिशा में मंत्रालय ने अवलोकन प्रणालियों और बुनियादी ढांचे में बढ़ोतरी करने, विशेष अभियानों के माध्‍यम से प्रक्रियाओं को समझना, मौसम और जलवायु मॉडलिंग,मानसून अनुसंधान, जलवायु परिवर्तन विज्ञान और जलवायु सेवाएं आदि के माध्यम से विशिष्ट योजनाओं को तैयार करने के लिए कई पहल की हैं। इन येाजनाओं में अनेक संस्‍थान शामिल हैं जिनमें प्रत्‍येक इकाई की उपरोक्त कार्यों को पूरा करने के लिए भूमिका निर्धारित है। इसके परिणामस्‍वरूप विशिष्ट उद्देश्य और बजट के साथ ये सभी योजनाएं एकीकृत तरीके से लागू की गई हैं और इन्‍हें समग्र एसीआरओएसएस योजना के तहत शामिल किया गया है।
